Հուշաձանի տարածքում անցկացվեց հոգեհանգստի կարգ: Արարողությանը ներկա էին ՀՀ Շիրակի մարզպետ Ֆելիքս Ցոլակյանը, ՀՀ-ում ՌԴ արտակարգ և լիազոր դեսպան Իվան Վոլինկինը, ՀՀ-ում ՌԴ հյուպատոս Եվգենի Կոնիշևը, Գյումրու քաղաքապետ Սամվել Բալասանյանը, պաշտոնատար այլ անձինք:

Ելույթի ժամանակ ՀՀ-ում ՌԴ արտակարգ և լիազոր դեսպան Իվան Վոլինկինը կարևորեց հայ և ռուս ժողովուրդների դարավոր բարեկամությունը` նշելով« որ այս հուշահամալիրը այդ բարեկամության վառ ապացույցն է: Շիրակի մարզպետն էլ իր խոսքում ընդգծեց, որ «Պատվո բլուր» հուշահամալիրի բացումն իրապես պատմական իրադարձություն կարելի է համարել:

«Հինգ տարի առաջ` օգոստոսի 20-ին, վերաբացվեց այս հուշահամալիրը, որի բացման հանդիսավոր արարողությանը մասնակցեցին ՌԴ և ՀՀ նախագահները: Այս իրադարձությունը առավել սերտացրեց հայ-ռուսական բազմադարյա բարեկամությունը: Հուշահամալիրի վերաբացումը ևս մեկ ապացույց էր, որ մեր երկու ժողովուրդները փառքով են հիշում և խնկարկում իրենց այն որդիներին, որոնք զոհվել են հանուն ազատության: 

Այսօր էլ` հինգ տարի անց, մենք այստեղ ենք« որպեսզի վառ պահենք նրանց հիշատակը, կրկին ու կրկին շնորհակալություն հայտնենք բոլոր նրանց, ովքեր ջանք ու եռանդ չեն խնայել համալիրի վերակառուցման համար»,- նշեց Ֆելիքս Ցոլակյանը:

Այնուհետև հյուրերը ծաղիկներ դրեցին հուշարձանին« այցելեցին տարածքում գտնվող  ռուսական մատուռ: «Պատվո բլուր » հուշահամալիրում ամփոփված են 1855թ. ռուս-թուրքական պատերազմի ժամանակ զոհված ռուս զինվորականների մասունքները: 2009թ. Շիրակի եւ ՌԴ Ուլյանովսկի մարզերի իշխանությունների նախաձեռնությամբ եւ հայ-ռուսական բարեգործական «Պատվի գործ» կազմակերպության համատեղ ջանքերով այս տարածքում իրականացվել են բարեկարգման եւ վերակառուցման աշխատանքներ, կառուցվել է ռուս սպաների հիշատակը հավերժացնող հուշարձան:
