Կառավարություն-քաղաքացիական հասարակություն համագործակցությունն զգալիորեն ընդլայնվել է

 Հայաստանի Հանրապետության կառավարության և քաղաքացիական հասարակության համագործակցությունը վերջին տարում զգալիորեն ընդլայնվել է:

Արմենպրես-ի փոխանցմամբ` այս մասին լրագրողների հետ հանդիպմանը հայտնեց Ինֆորմացիայի ազատությանկենտրոնի փորձագետ Լիանա Դոյդոյանը` ներկայացնելով «Բաց կառավարման գործընկերություն» (ԲԿԳ) միջազգային նախաձեռնության ծրագրի շրջանակում հայաստանյան քաղաքացիական հասարակության կողմից արված առաջին ամբողջական մշտադիտարկման արդյունքները:

«Կառավարությունն այս անգամ առավել պատրաստակամություն և հաշվետվողականություն է ցուցաբերել քաղհասարակության դիտարկումների ու առաջարկների վերաբերյալ: Մշտադիտարկման նպատակն էր ուսումնասիրել, թե 2014 թվականից մինչ օրս ինչպես է կառավարությունը համագործակցել քաղաքացիական հասարակության հետ, վեր հանել Գործողությունների երկրորդ ծրագրի մշակման առանձնահատկություններ և ամփոփել դրանց կատարումն ու ազդեցությունը հասարակության վրա: Գործողությունների երկրորդ ծրագրի մշակման փուլը և հենց Ծրագիրը դրականորեն տարբերվում են նախորդից»,- ասաց Դոյդոյանը` հավելելով, որ եղել են նաև որոշ թերացումներ:

Նրա խոսքով` ՀՀ կառավարության կողմից 2014-2016 թթ. համար ստանձնած պարտավորությունների ծրագրում տեղ գտած 11 պարտավորություններից 8-ն ընդգրկվել են քաղաքացիական հասարակության առաջարկություններից, մնացած 3-ը՝ ՀՀ կառավարության: Ընդ որում, բանախոսի խոսքով` քաղաքացիական հասարակությունը բավական հավակնոտ առաջարկություններ է արել տարբեր ոլորտների վերաբերյալ նոր օրենքներ ընդունելու առնչությամբ` այդ ոլորտների առավել բաց և թափանցիկ լինելն ապահովելու համար: Սակայն կառավարությունը մերժել է նման առաջարկները` պատճառաբանելով, որ կառավարությունը գործադիր և ոչ թե օրենսդիր մարմին է:

Առաջարկությունները հիմնականում վերաբերվել են հանքարդյունաբերության ոլորտի թափանցիկությանը, բարձրաստիճան պաշտոնատար անձանց գույքի և եկամուտի հայտարարագրերի առավել ազատականացամը, տեղեկատվության ազատությանը:

Մյուս կողմից` քաղաքացիական հասարակությունն այնքան էլ հետևողական չէ. ԲԿԳ հայաստանյան գործընթացներում միայն 1-2 ՀԿ են հետևողական հետաքրքրություն ցուցաբերել:

Հայաստանի Հանրապետությունը «Բաց կառավարման գործընկերություն» միջազգային նախաձեռնությանը միացել է 2011-ի նոյեմբերին: «Բացկառավարման գործընկերությունը» կամավոր միջազգային նախաձեռնություն է, որի նպատակն է քաղաքացիական հասարակության ակտիվներգրավմամբ նպաստել կառավարման համակարգի բարելավմանը, խթանել վերջինիս արդյունավետությունը՝ բարձրացնելով պետություն-քաղաքացի հարաբերությունների թափանցիկության, վստահության և հաշվետվողականության մակարդակը: ԲԿԳ հռչակագրում ասվում է, որ այննպատակ ունի բարձրացնել կառավարողների գործողությունների մասին հրապարակայնությունը, խթանել հասարակության մասնակցությունըհանրային կյանքի կառավարմանը, ունենալ առավել թափանցիկ և պատասխանատու իշխանություններ:
