Ցավոք, ստացվել է այնպես, որ Հայաստանում արտադրություն կազմակերպող ընկերություններին վերահսկողներն ու տարաբնույթ տույժ-տուգանք կիրառող կազմակերպությունները ավելի մեծաքանակ են, քան իրենք՝ արտադրողները: Իհարկե, երբեմն կիրառվող տույժերը օբյեկտիվ բնույթ են կրում, սակայն շատ հաճախ երկրի տնտեսության կարևորագույն այս օղակը հարձակումների է ենթարկվում կասկածելի ստուգումների, դրանց կասկածելի արդյունքների և նույնքան կասկածելի գործունեություն ծավալող կառույցների կողմից: Տառակերությունը երբեմն բերում է մի իրավիճակի, երբ մարդիկ ստիպված են լինում դադարեցնել իրենց արտադրությունը որոշակի ժամանակահատվածով, ինչը բերում է հսկայական վնասների, հաճախ՝ ձեռնարկության փակման:
Ստուգող կազմակերպությունների, պարենային և ոչ պարենային ապրանքների փորձարկման լաբորատորիաների և այլ կառույցների թռուցիկ ուսումնասիրությունն անգամ ցույց է տալիս, որ գործ ունենք հսկայական չկարգավորված դաշտի հետ, որը իր գործառույթներով հաճախ ոչ միայն չի նպաստում շուկայի կարգավորմանը, այլև, ընդհակառակը, խոչընդոտում է հայրենական արտադրողի և գործարար դաշտի զարգացմանը, հաճախ պատուհաս դառնում նրանց գլխին: Կասկածելի ուսումնասիրության արդյունքում գործարարները հսկայական վնասներ են կրում և պետական օղակների կամայականությունների արդյունքում կանգնում փակման վտանգի առջև: Մենք մտադիր ենք կանգնել արտադրողի կողքին և պատնեշ ստեղծել անբարեխիղճ ստուգողների և նրանց միջև:
