ԱՄՆ Կոնգրեսի էթիկայի հանձնաժողովը հրապարակել է 70-էջանոց զեկույց Ադրբեջանի կողմից ԱՄՆ կոնգրեսականներին կոռուպցիոն գործարքերի մեջ ներքաշելու վերաբերյալ: Զեկույցին կցված՝ հանձնաժողովի հետաքննության 1000 էջից բաղկացած փաթեթում ներկայացված են նաև արդբեջանական կողմի մատուցած խավիարադոլարային առաջարկներն ու դրանց դիմաց ստացված ծառայությունների մանրամասները:

Զարմանալիորեն, ԱՄՆ-ի Կոնգրեսի այս քայլին հաջորդեց նաև Եվրոպայի խորհրդի գլխավոր քարտուղար Թորբյորն Յագլանդի նախարարների կոմիտեին ուղղված հայտարարությունը, համաձայն որի՝ ԵՄ-ն հրաժարվում է շարունակել համագործակցությունը Ադրբեջանում մարդու իրավունքների պաշտպանության աշխատանքային խմբի հետ: Ստացվում է, որ Միացյալ Նահանգներն ու Արևմուտքը որոշել են աջից ու ձախից միաժամանակ ապտակ հասցնել անհնազանդության սինդրոմով տառապող Ադրբեջանին:

Ուշագրավն այն է, որ երկու կողմերի համար էլ այս փաստերն առանձնապես նորություն չէին և երկու կողմերն էլ այն երկար ժամանակ խնամքով թաքցնելուց հետո որոշեցին, որ արդեն եկել է այդ մասին բարձրաձայնելու ժամանակը: Ադրբեջանագետ Սարգիս Ասատրյանի կարծիքով՝ սա խոսում է այն մասին, որ Արևմուտքն իր ազդեցության լծակներն օգտագործելով փորձում է ամեն ինչ անել, որպեսզի հանկարծ Ադրբեջանը չհայտնվի ռուսական «օրբիտայում»: «Ի դեպ, Բաքվում բավականին անվստահությամբ են նայում Մոսկվայի ուղղությամբ, այսինքն՝ այնպես չէ, որ Ադրբեջանը պատրաստ է ռուսական ազդեցության դաշտում հայտնվել: Ինչ վերաբերում է Ադրբեջանի հասցեին հնչեցվող քննադատություններին, ապա նմանատիպ մոտեցում միշտ էլ եղել է և միշտ էլ Ադրբեջանին մեղադրել են մարդու իրավունքների խախտման մեջ, ուստի, ավելի շատ պետք է սպասել, որ այս դեպքում էլ Արևմուտքը կստանա իր ուզածը և կրկին որոշակիորեն հանգիստ կթողնի Ադրբեջանին»,- ասում է ադրբեջանագետը:

Նա նաև նշում է, որ պետք չէ մոռանալ, որ Ադրբեջանը դիտարկվում է որպես էներգակիրների ներկրման հարցում Ռուսաստանը շրջանցող երկիր և այդ համատեքստում դժվար է միանշանակ ասել, որ Բաքվի և Արևմուտքի հարաբերություններն այնքան կվատանան, որ այլևս հետդարձի ճանապարհ չի լինի:
