ՕԵԿ խմբակցության պատգամավոր Հովհաննես Մարգարյանի տեղեկացմամաբ`գալիք քառօրյայի առաջին օրը՝ սեպտեմբերի 29-ին, իրենք առաջարկում են արտահերթ նիստ հրավիրել: «Այս նախագծի քննարկման ժամանակ մենք առաջարկել ենք արտահերթ նիստ անցկացնել, որպեսզի լուծենք առանց դատարանի որոշման ԴԱՀԿ-ի կողմից մեր քաղաքացիների գույքի և ունեցվածքի վրա կալանք դնելու հետ կապված խնդիրները: Սա սահմանադրական իրավունքի խախտում է, և մենք պետք է այս հարցը քննարկենք և լուծում տանք դրան»,- «Արմենպրես»-ի հաղորդմամբ՝ ասաց Մարգարյանը:

Նա ընդգծեց, որ արդեն զրուցել են բոլոր քաղաքական ուժերի հետ, ձևաթղթերն արդեն բաժանված են, որով իրենք առաջարկում են արտահերթ նիստ հրավիրել խնդիրը քննարկելու համար: Մարգարյանը տեղեկացրեց, որ իրենք առաջարկում են այն գումարել սեպտեմբերի 29-ին' ժամը 18:30-ին:

Ազգային ժողովի ՀՀԿ խմբակցության պատգամավոր Արփինե Հովհաննիսյանն այս պահին նպատակահարմար չի համարում ԴԱՀԿ-ի կողմից արտադատական բռնագանձումները վերացնելու համար արտահերթ նիստ գումարելը: «Արմենպրես»-ի հետ զրույցում Արփինե Հովհաննիսյանն ասաց, որ ՕԵԿ խմբակցության պատգամավոր Հովհաննես Մարգարյանի առաջակը վերաբերում է արտադատական բռնագանձումները վերացնելուն, ինչի վերաբերյալ ինքն արդեն երեք անգամ տեսակետ հայտնել է: «Չեմ կարծում, որ այս պահին նպատակահարմար է դա քննարկել, հատկապես որ, Սահմանադրական դատարանը նոյեմբերին ունի նշանակած նիստ, որտեղ պետք է քննի այդ հարցի սահմանադրականությունը, քանզի մարդու իրավունքների պաշտպանը դիմել է Սահմանադրական դատարան և այդ կառույցն է իրավասու՝ որպես վերջնական ատյան, ասել՝ սահմանադրակա՞ն է արդյոք արտադատական կարգով բռնագանձում տարածելը, թե՞ ոչ: Եվ միայն դրանից հետո արդեն օրենսդիրի կողմից շատ ավելի ճիշտ, կոռեկտ և պրոֆեսիոնալ կլինի դրան անդրադառնալը»,-ասաց պատգամավորը:

Պատգամավորն ընդգծեց, որ այլապես կարող է ստեղծվել մի իրավիճակ, երբ Սահմանադրական դատարանը որոշի, որ դա սահմանադրական է, իսկ այս պարագայում կստացվի, որ իրենք փոխում են սահմանադրական օրինագծի կարգավորումը, որն իրենց կարծիքով հակասահմանադրական էր։ Ըստ պատգամավորի՝ սա ճիշտ չէ, պրոֆեսիոնալ պնդում չէ, և շատ ավելի ճիշտ կլինի, որ այդ հարցը խորհրդարանը քննարկի ՍԴ որոշումից հետո։

Ազգային ժողովն առաջին ընթերցմամ ընդունեց «Դատական ակտերի հարկադիր կատարման մասին» Հայաստանի Հանրապետության օրենքում լրացումներ կատարելու մասին օրենքի նախագիծը, որով առաջարկվում է սահմանել, որ այսուհետ բանկերը կամ վարկային այլ կազմակերպությունները կարող են պարտապանի ունեցվածի վրա արգելանք դնել միայն նրա պարտքի չափով:
