 ՀՀ փաստաբանների պալատում կայացել է ՀՀ ՓՊ-ի և Փաստաբանների միջազգային միության (համագործակցության) Սիբիրյան դաշնային մասնաճյուղի նախագահ Սերգեյ Վլասովի գլխավորած պատվիրակության հետ հանդիպումը: Ինչպես Արմենպրեսին տեղեկացրին ՀՀ փաստաբանների պալատի մամուլի ծառայությունից, հանդիպման ժամանակ Վլասովը նշել է . «Ուրախությամբ պետք է նշենք, որ հայաստանյան փաստաբանական գործունեությունը մեծ թռիչք է կատարել և կշիռ ունի միջազգային հարթակում: Ցավոք այսօր մեծ խմբով չենք ներկայացել, քանի որ ԱՊՀ երկրների Փաստաբանական միությունը Սիբիրի շրջանում իր մասնաճյուղը միայն այս տարի է բացել, և հաջորդ հանդիպումը հնարավոր է ավելի մեծ կազմով լինի և ինչու չէ արդեն մեզ մոտ»:

Նա հույս է հայտնել, որ հանդիպումն արդյունավետ կլինի՝ կարևորելով փորձի փոխանակումը, որին ի պատասխան ՀՀ ՓՊ նախագահ Արա Զոհրաբյանը ներկայացրել է Պալատի ձեռքբերումերն ու խնդիրները: ՓՊ նախագահը նշել է. «Անկախ ազգությունից կամ քաղաքացիությունից փաստաբաններս առաջնահերթ կարևորում ենք անկախությունը: Պետական մարմինները միշտ փորձելու են ճնշել փաստաբաններին, հակառակ կողմը փորձելու է ազդել մեր վրա, որը քրեական գործերով ավելի տեսանելի է և այս իրավիճակից դուրս գալու միջոցները կամ մեթոդները կարող ենք միասին մշակել»:

Քննարկմամբ պարզվել է, որ ի տարբերություն ՌԴ օրենսդրական կարգավորման Հայաստանում փաստաբանի անկախության երաշխիքներն առավել բարձր են։ Օրինակ, փաստաբանության մասին օրենքով չի կարող հետախուզվել փաստաբանի բնակարանը կամ գրասենյակը՝ փաստաթղթեր կամ կրիչների առգրավման նպատակով։ Որպես վկա չի կարող հարցաքննվել, ինչպես փաստաբանները, այնպես էլ փաստաբանական գրասենյակի աշխատակիցները, օրինակ հաշվապահը կամ ընդունարանի քարտուղարը։

Փաստաբանների պալատի նախագահի առաջին տեղակալ Արթուր Հովհաննիսյանը ռուս գործընկերներին ներկայացրել է Հայաստանում Փաստաբանության զարգացման պատմությունը և զարգացման ուղիները: Սերգեյ Վլասովի խնդրանքով Արթուր Հովհաննիսյանը ներկայացրել է այն հիմնահարցերը, որոնք այսօր առկա են փաստաբանության առջև: Նշվել է պետական կառույցների հետ աշխատանքում առկա դժվարությունները, փաստաբանների անկախության նկատմամբ ոտնձգությունները, քննարկվել են դրանց լուծման ուղիները:

Փաստաբանական դպրոցի տնօրեն Սիմոն Բաբայանը ներկայացրել է դպրոց ընդունվելու կարգը, ուսուցման պրոցեսը, ինչպես նաև որակավորման քննություններ հանձնելու կարգը: Դպրոցի տնօրենը հայտնել է, որ ուսումնական ծրագիրը կազմելիս օգտվել են Ֆրանսիական Փաստաբանական դպրոցի ուսումնական ծրագրից և հարմարեցրել են հայկական օրենքներին: Վերջինս հայտնել է, որ դպրոցը գտնվում է հիմնադրամի կարգավիճակում, իսկ հիմնադիրը փաստաբաններն են և այն ղեկավարվում խորհրդի 6 անդամների կողմից, որոնցից մեկը պարտադիր լինում է Արդարադատության նախարարության ներկայացուցիչ (հիմնականում լինում է նախարարի տեղակալը):
