Ադրբեջանում բարձրաստիճան եւ միջին մակարդակի պաշտոնններում փաստացի աշխատողների մեջ 2000-ից ավելի կեղծ դիպլոմ ունեցող անձինք կան:

Այս մասին  հայտնում է faktxeber.com կայքը` նշելով, որ այդ դիպլոմները նրանց համար ապահովել է Ադրբեջանի խորհրդարանի պատգամավոր, միեւնույն ժամանակ, գիտության եւ կրթության հանձնաժողովի փոխնախագահ, ինչպես նաեւ Բաքվի պետական համալսարանի գիտական խորհրդի նախագահ Բախտիյար Ալիեւը:

Այսպես, Բախտիյար Ալիեւը 2000 թվականին Բաքվում բացել է Սանկտ Պետերբուրգի արտաքին տնտեսական հարաբերությունների, իրավունքի եւ էկոնոմիկայի համալսարանի բաժանմունքը: Ընդամենը երկու սենյակից բաղկացած այդ բաժանմունքը 7 տարվա ընթացքում առանց քննությունների (իբրեւ ռուսաստանյան օրենքների համաձայն) 2 հազարից ավելի ուսանող է ընդունել: Բոլոր ընդունվածները պաշտոնատար անձանց երեխաներ են եղել:

Ընդունելությունից մեկ ամիս հետո Բախտիյար Ալիեւը նրանց փոխադրել է տարբեր պետական համալսարաններ: Այսպիսով` առանց քննությունների ընդունված այդ անձինք Բաքվի պետհամալսարանի եւ այլ հեղինակավոր համալսարանների դիպլոմներ են ստացել:

Ըստ կայքի` Բախտիյար Ալիեւը բակալավրիատն ավարտած իր հովանավորյալների դիպլոմների կարգավիճակն ավելացնելու համար հետագայում օգնել է նրանց երկրորդ բարձրագույն կրթություն ստանալ կամ գիտական թեկնածուական թեզ պաշտպանել:

Այդ կեղծ դիպլոմավոր անձինք իրենց պաշտոնյա ծնողների շնորհիվ ներկայում բարձր պաշտոններ են զբաղեցնում տարբեր պետական կառույցներում: Նրանք տեղավորվել են հիմնականում ուժային կառույցներում, քանի որ նրանց մեծ մասն իրավաբանական բնագավառում է «կրթություն» ստացել:

Ադրբեջանական ԶԼՄ-ներն ավելի վաղ հայտնել էին, որ այդ երկրի կրթության նախարարության կողմից անցկացված ստուգումների արդյունքում` 92 ուսուցիչների բարձրագույն կրթության դիպլոմները կեղծ են եղել:
