«Ժողովուրդ». Արդյո՞ք հայոց բանակում որևէ մեկը կարող է չսափրված մտնել զինվորների մեջ, «դուխ տալ» և տեղեկատվական արտահոսք կազմակերպել

««Արդեն տևական ժամանակ է, ինչ կինոռեժիսոր Արշակ Զաքարյանը սոցիալական ցանցում հրապարակում է տեղեկություններ հայ-ադրբեջանական, ղարաբաղա-ադրբեջանական սահմանում տիրող իրավիճակի և, առհասարակ, ռազմական գործողությունների մասին: Ընդ որում, այդ տեղեկությունները երբեմն ուղեկցվում են լուսանկարներով և տեսանյութերով:

 Ավելին՝ հաճախ, մինչ ՀՀ ՊՆ լրատվական բաժինը կհայտնի, թե սահմանում ինչ իրավիճակ է, և քանի զոհ ունի հակառակորդը, Ա. Զաքարյանը սոցիալական ցանցում արդեն հրապարակում է իր տեղեկությունները: Դրանից հետո նոր ՊՆ-ն պաշտոնական հայտարարություն է տարածում՝ գրեթե նույն տեղեկությունը հրապարակելով: Դատելով այս համընկումներից, ամենայն հավանականությամբ, վերջինիս գործողությունները համաձայնեցված են ԼՂՀ ՊԲ-ի եւ ՀՀ Պն-ի հետ: Եթե այդպես է, ապա զարմանալի է ՊՆ-ի գործելաոճը. ինչո՞ւ է վստահում մի քաղաքացու, որը ԱՄՆ-ում կալանավորված է եղել, ինչո՞ւ է թույլ տալիս նրան գնալ, զինվորների հետ առաջնագծում ճաշել, ինֆորմացիա հավաքել, նկարել եւ հրապարակել: Արդյո՞ք նա ունի զինվորական այն աստիճանը, որ իրավունք ունի բանակային գաղտնիքների տիրապետել: Արդյո՞ք հայոց բանակում որեւէ մեկը կարող է չսափրված մտնել զինվորների մեջ ու «դուխ տալ»: Չէ՞ որ սահմանն այն նուրբ ու զգայուն տեղն է, որտեղ ցանկացած տեղեկության արտահոսք կարող է մեր երկրի համար ողբերգական հետեւանքներ ունենալ: Ի վերջո, ՀՀ ՊՆ-ն ունի լրատվական մի ողջ վարչություն, որտեղ աշխատողները վարձատրվում են ՀՀ պետբյուջեից: Ու եթե նրանք չեն կարողանում անհրաժեշտ լրատվական արտահոսքն ապահովել, նաեւ ոչ պաշտոնական խողովակներով, ապա նշանակում է՝ ՊՆ-ն քարոզչական դաշտում լրջագույն խնդիրներ ունի, ցավոք:

 Այս կարեւոր թեմայի շուրջ «Ժողովուրդ»-ը նախ զրուցեց Ա. Զաքարյանի հետ, ով հստակ բացատրեց, որ իր հրապարակումների հետ կապված ՀՀ ՊՆ եւ Արցախի ՊԲ պատասխանատու չեն. «Ես պաշտոնատար անձ չեմ, հրապարակում եմ իմ ֆեյսբուքյան էջում: Ծանոթ լինելով օրենքներին՝ ինքս եմ որոշում՝ ինչը կարելի է հրապարակել, ինչը՝ չէ: Իմ այս հրապարակումները համաձայնեցված չեն»: Նկատենք, որ «շարքային Զաքարյանի» հրապարակումները բլոգային, ժամանցային ու նաեւ մի քանի լրատվական կայքեր՝ որպես վերջին ճշմարտություն, տեղադրում են ու տարածում: Ա. Զաքարյանի խոսքով՝ ՊՆ իրեն չի հովանավորում, ինքն է կազմակերպում օժանդակ օգնություն սահմանապահներին. «Իմ հայտարարությունների ողջ պատասխանատվությունը իմ վրա է, դրանք պաշտոնական հայտարարություններ չեն, իսկ ինչ վերցնում են լրատվամիջոցներն ու տարածում, դրա համար էլ պատասխանատու չեմ: Ես այստեղից-այնտեղից ինֆորմացիա չեմ դնում բանակի մասին,  շփվում  եմ բոլոր հետ, եւ այն, ինչ անում ենք, առաջնագծում ենք անում եւ այդ ինֆորմացիան օգտագործում եմ մեր ազգի համար»:

 Ինչպե՞ս է ՊՆ-ի հետ իր գործունեությունը չհամաձայնեցնող մի անձնավորություն հասնում առաջնագիծ: «Ժողովուրդ»-ի այս հարցին պարոն Զաքարյանը պատասխանեց. «Ամեն մարդ չի կարող ինքնաբուխ գնալ առաջնագիծ: Այն հանաձայնեցվում է Պն-ի հետ, եւ ես «ՕԺանդակ օգնություն բանակին» նախաձեռնության շրջանակում ապրանք եմ տանում եւ առաջնագծից տեղեկություններ հրապարակում»: Այսպիսով, պարզվում է, որ ՀՀ ՊՆ-ն կոնկրետ գործարքի մեջ է նախաձեռնության ղեկավարի հետ: Եւ այստեղ եւս բազմաթիվ հարցեր են առաջանում՝ ինչո՞ւ է ՊՆ-ն վստահում շարքային Զաքարյանին»»,–գրում է թերթը։
