«Շտապ օգնություն» ծառայությունը կատարելագործվում է

Հայաստանի Հանրապետության ամբողջ տարածքում գործարկվում է շտապ օգնության տեղեկատվական վերլուծական համակարգը (ՇՕՏՎ), որը հնարավորություն է տվել ստեղծել էլեկտրոնային կանչի թերթիկներ և բոլոր կանչերը ավտոմատ գրանցել համակարգում: Համակարգում ամրագրվում են բոլոր կանչերի ընդունման, սպասարկման, հոսպիտալացման ժամերը: Համակարգը միաժամանակ հնարավորություն է տալիս ստանալու տարաբնույթ հաշվետվություններ' յուրաքանչյուր հիվանդի հետ կապված հիվանդությունների նոզոլոգիաների, ախտորոշումների, օգտագործված դեղորայքի, իրականացրած միջամտությունների վերաբերյալ: Մեքենաներում տեղադրված պլանշետների միջոցով բիրգադները կարողանում են ստանալ կանչի թերթիկի էլեկտրոնային տարբերակը և անհրաժեշտության դեպքում դիտել նաև հիվանդի բժշկական անցյալը: Այսինքն համակարգի միջոցով կանչն ընդունելուց մինչև հոսպիտալացում, բրիգադների աշխատանքն ավելի վերահսկելի է դառնում' նպաստելով ծառայության որակի բարձրացմանը:

Այս և մի շարք այլ բարեփոխումներ իրականացվում են ՀՀ առողջապահության նախարարության և ԱՄՆ Միջազգային զարգացման գործակալության «Աջակցություն շտապ օգնության ծառայություններին» դրամաշնորհային ծրագրի շրջանակում։ Այս նույն ծրագրով մշակվել է 2015-2018թթ. ՀՀ շտապ օգնության ծառայության զարգացման ռազմավարության նախագիծը: Եթե այսօր ծառայության որակի բարձրացումը նկատելի է միայն հանրապետության խոշոր քաղաքային համայնքներում, ապա առաջիկայում այն նկատելի կլինի նաև գյուղական համայնքներում:

Ծրագրի շրջանակում մշակվել են մի շարք իրավական ակտերի և փաստաթղթերի նախագծեր, որոնց միջոցով շտապ օգնության դիմող կանչերը տարանջատվել են շտապ և ոչ շտապ կանչերի։ Շտապ կանչերն էլ իրենց հերթին դասակարգելով ըստ դասերի։ Յուրաքնչյուր դասի համար սահմանվել են արձագանքման ժամկետներ' պայմանավորված կանչի հրատապությամբ:

Միաժամանակ պատրաստվել են հանրային իրազեկման նյութեր, որոնց միջոցով հանրությունը կտեղեկացվի, թե որ դեպքերում պետք է դիմել շտապ օգնության ծառայությանը, դիմելու դեպքում կարգավարի որ հարցերին պետք է պատասխանել և այլն:

Ծրագրի շրջանակներում մշակվել և գործում է www.1-03.am կայքը, որտեղ ծառայության վերաբերյալ ներկայացված են ամբողջական տվյալներ: Գործում է նաև առցանց համակարգ, որտեղ քաղաքացին հնարավորություն ունի առողջության հետ կապված իրեն անհանգստացնող հարցն ուղղել համապատասխան որակավորում ունեցող բժիշկ մասնագետին և առցանց ստանալ պատասխան:
