Պուտինի նախագահությամբ Կրեմլում տեղի ունեցած Ռուսաստանի Նախագահին կից ջերմաէներգետիկ համալիրի զարգացման և էկոլոգիական անվտանգության հանձնաժողովի նիստի ժամանակ, Ռուսաստանի նախագահը անդրադարձել է արտաքին առևտրի փոխհաշվարկներում ռուսական ռուբլու դերի ուժեղացման ուղղված համալիր քայլերին, այդ թվում նաև ջերմաէներգետիկ համալիրի արտադրանքների վերաբերյալ: Նա առաջարկել է էլ ավելի լայնորեն կիրառել ազգային արժույթները առևտրական գործարքներում այն գործընկեր երկրների հետ, որոնց հետ Ռուսաստանը իրականացնում է ակտիվ առևտուր: Նա նշել է, որ միջպետական մակարդակով գործընկերների հետ անընդհատ ընթանում են քննարկումներ և պետք է ձգտել նրան, որ անցում կատարվի այդ հաշվարկներին:

Հիշեցնենք, որ մի քանի շաբաթ առաջ Հայաստանի վարչապետ Հովիկ Աբրահամյանը Բելառուսում ԵՏՄ անդամ երկրների վարչապետների հետ հանդիպման ժամանակ  հանդես եկավ առաջարկությամբ ԵՏՄ երկրներում ազգային արժույթներով փոխհաշվարկների իրականացման և ռազմավարական ապրանքների առևտրում ռուբլու անցման վերաբերյալ: Նշենք, որ այստեղ խոսքը չի գնում ԵՏՄ շրջանակներում միասնական արժույթի անցման մասին, այլ ընդամենը միջպետական առևտրային գործարքներում ռուբլով գործարքները կատարելու մասին:

Թեև հայաստանյան արտահանող ընկերությունների համար ռուսական ռուբլով փոխհաշվարկների անցումը ունի զգալի ռիսկեր, սակայն Ռուսաստանից ներմուծվող ռազմավարական ապրանքների դիմաց ռուբլով վճարելու առաջարկը շահավետ է: Իհարկե դժվար է հավատալ, որ Ռուսաստանին ձեռք կտա իր արտահանվող էներգակիրների համար հրաժարվել հսկայական ծավալի արտարժույթից:

Պուտինի այս հայտարարությունը, ցույց է տալիս, որ այս գործընթացը թեև դժվար, բայց իրականանալի է, Հայաստանը պետք է արագացնի Ռուսաստանի հետ փոխադարձ հաշվարկների անցումը ռուբլով և ոչ միայն էներգակիրների՝ բնական գազի, նավթամթերքների, հարստացված ուրանի, այլ նաև հացահատիկի, ալյումինի հումքի, ադամանդի և այլ ներմուծվող պատրաստի ապրանքների և հումքային արտադրանքների համար:

Խոսքը վերաբերում է մոտ 1 մլրդ. դոլլար արտարժույթի մասին և որի մնալը Հայաստանում բխում է մեր շահերից: Ռուսաստանի հետ գործարքներում և պայմանագրերում էներգահումքային և այլ ռազմավարական նշանակության ապրանքների գները պետք է հաստատվեն ռուբլով, այն էլ Ռուսաստանի ներքին գներին համապատասխան և վճարումները կատարվեն ռուբլով:
