Ակցիզային հարկի մասին օրենքում նոր փոփոխությունները տրանսպորտային միջոցների համար օգտագործվող սեղմած բնական գազի գների թանկացման չի հանգեցնի:

Այս մասին Ազգային ժողովում խորհրդարանական ճեպազրույցների ընթացքում ասաց ԱԺ ԲՀԿ խմբակցությանպատգամավոր Միքայել Մելքումյանը՝ անդրադառնալով ԱԺ-ի կողմից ամբողջությամբ ընդունված «Ակցիզային հարկի մասին» ՀՀ օրենքում փոփոխություններ և լրացումներ կատարելու մասին օրենքի նախագծին, որով բարձրացվում են բենզինի և դիզելային վառելիքի ակցիզային հարկի դրույքաչափերը: Ակցիզային հարկով հարկման ենթակա ապրանքների ցանկում է ընդգրկվել նաև սեղմած բնական գազը:

«Ես այս թեմայով խոսել եմ տնտեսակ ան մրցակցության պաշտպանության պետական հանձնաժողովի նախագահ Արտակ Շաբոյանի հետ: Նա խոստացել է սեղմած բնական գազի վրա ակցիզային հարկ կիրառելուց հետո հետևել, որպեսզի ոլորտում անհարկի թանկացումներ չլինեն՝ հաշվի առնելով գազալցակայանների շահութաբերության մակարդակը»,- նշեց պատգամավորը:

Նա ասաց, որ գների բարձրացում չի լինելու, քանի որ այդ հարկը գազալցակայանները վճարելու են իրենց շահութաբերության հաշվին: «15 խորանարդ մետր գազի դիմաց ընդամենը 15 դրամ է լինելու ակցիզային հարկը, այնպես որ կարծում եմ, որ այտեղ խնդիր չի առաջանա»,- հավելեց Մելքումյանը:

Անդրադառնալով նույն փոփոխություններով ծխախոտի և ալկոհոլի ակցիզային հարկի դրույքաչափի բարձրացմանը՝ Մելքումյանն ընդգծեց, որ Հայաստանն ունի ԵԱՏՄ-ի հետ համաձայնագրեր, որոնց համաձայն պետք է իր հարկային դրույքաչափերը ներդաշնակեցնի ԵԱՏՄ անդամ երկրների դրույքաչափերի հետ՝ հաշվի առնելով մեկ շնչին բաժին ընկնող համախառն ներքին արդյունքի չափը: «Ես կարծում եմ, որ գների առումով մենք ունենք կոմպրոմիս տնտեսական մրցակցության պաշտպանության պետական հանձնաժողովի հետ, որ գների բարձրացման սա չի հանգեցնելու»,- եզրափակեց պատգամավորը:

Խորհրդարանը երկրորդ ընթերցմամբ և ամբողջությամբ ընդունել է «Ակցիզային հարկի մասին» ՀՀ օրենքում փոփոխություններ և լրացումներ կատարելու մասին օրենքի նախագիծը, որը նախատեսում է մի շարք ապրանքների ակցիզային հարկի դրույքաչափի բարձրացում:  Առաջարկվում է վերանայել ծխախոտի, օղու, վառելիքի  ակցիզային հարկի դրույքաչափերը: Օղու և ծխախոտի ակցիզային հարկի դրույքաչափի բարձրացումը պայմանավորված է Եվրասիական տնտեսական միության անդամակցության շրջանակում այդ ապրանքատեսակների ակցիզային հարկի դրույքաչափերը ներդաշնակեցնելու պարտավոր վածությամբ:
