ԱՊՀ վարչապետների Խորհրդի նիստի ընթացքը

Հոկտեմբերի 30-ին՝ Տաջիկստանի մայրաքաղաք Դուշանբեում կայացավ ԱՊՀ վարչապետների խորհրդի նիստը: Խորհրդի նիստի աշխատանքներում մի շարք պետություններ ներգրավված էին վարչապետերի մակարդակով՝ այդ թվում ՀՀ-ն, իսկ Թուրքմենստանը ներկայացել էր նախարարների պալատի նախագահի տեղակալի, Ադրբեջանն ու Ուզբեկստանը փոխվարչապետերի, իսկ Ուկրաինան՝ դեսպանի մակարդակով:

Նիստն ընթացել է նախ նեղ ձևաչափով, ինչից հետո վարչապետներին են միացել պատվիրակության անդամները և այն շարունակվել է ընդլայնված կազմով։

ԱՊՀ անդամ երկրների վարչապետները ԱՊՀ կառավարությունների ղեկավարների նիստում մոտ 40 փաստաթուղթ են ստորագրել։ Դրանց մի մասը վերաբերում է ՀՕՊ համակարգերին, առևտրա-տնտեսական համագործակցությանը, հումանիտար կապերին, ֆինանսական և սոցիալ-տնտեսական ոլորտին, իրավապահ ոլորտում փոխհամագործակցությանը։ Մասնավորապես վարչապետները որոշում են կայացրել 2011թ. հոկտեմբերի 18-ին ստորագրած ազատ առևտրի գոտի ստեղծելու համաձայնագրի դրույթների իրականացման ընթացքի և մինչև 2020թ. ԱՊՀ տնտեսական զարգացման երրորդ փուլի իրականացման միջոցառումների պլանի վերաբերյալ։

Նիստի ընթացքում ՌԴ վարչապետ Դմիտրի Մեդվեդևը հայտնել է, որ ռուսական տնտեսության վիճակը, չնայած աշխարհում առկա ճգնաժամային ֆոնին, գործողությունների հստակ նախագծման շնորհիվ կայուն և կանխատեսելի է:

Մեդվեդևը նաև կոչ է արել չեզոքացնել առևտրային խոչընդոտները ԱՊՀ Ազատ առևտրի գոտու պայմանագրի շրջանակներում՝ հավելելով, որ անհրաժեշտ է ստեղծել հավասարազոր ու թափանցիկ պայմաններ:

Վարչապետ Մեդվեդևը Ուկրաինային և Մոլդովային հիշեցրել է, որ անհնար է միաժամանակ մասնակցել ԵՄ-ի և ԱՊՀ-ի Ազատ առևտրի գոտիներում:

Նիստի ավարտին ՌԴ վարչապետ Դմիտրի Մեդվեդևը հայտնել է, որ 2016թ. նախագահությունը կանցնի Ղրղզստանի Հանրապետությանը և հաջորդ նիստը կկայանա 2016թ. մայիսի 27-ին:

ԱՊՀ անդամ պետությունների կառավարությունների ղեկավարների խորհրդի նիստի շրջանակում ՀՀ վարչապետ Հովիկ Աբրահամյանն առանձնազրույց է ունեցել ՌԴ կառավարության ղեկավար Դմիտրի Մեդվեդևի հետ: Ըստ ՌԴ կառավարության պաշտոնական կայքի, երկկողմ ձևաչափում ՌԴ նախագահը 2 հանդիպում է ունեցել՝ ՀՀ վարչապետի և հյուրընկալող երկրի՝ Տաջիկստանի նախագահի հետ:

Հայաստանի և Ռուսաստանի վարչապետները քննարկել են հայ-ռուսական դաշնակցային հարաբերությունների օրակարգային մի շարք հարցեր: Հովիկ Աբրահամյանը և Դմիտրի Մեդվեդևը կարևորել են ակտիվ փոխգործակցությունը առևտրատնտեսական կապերի զարգացման և ընդլայնման գործում, ինչպես նաև անդրադարձել մի շարք ոլորտներում համատեղ ծրագրերին և քայլերին:

Ավելին, ԱՊՀ անդամ պետությունների կառավարությունների ղեկավարների խորհրդի նիստի շրջանակում ՌԴ վարչապետ Դմիտրի Մեդվեդևը հանդիպել է նաև Տաջիկստանի նախագահ Էմոմալի Ռահմոնը հետ՝ քննարկել երկկողմ հարաբերությունների հետագա զարգացմանն ու փոխգործակցությանն առնչվող հարցեր:
