Լեռնային Ղարաբաղում խաղաղապահների տեղակայման հարցը կարող է քննարկվել բացառապես կողմերի միջեւ խաղաղության համաձայնագրի ստորագրումից հետո: ՀՀ ԱԳՆ միջազգային անվտանգության եւ սպառազինությունների վերահսկման վարչության պետ Սամվել Մկրտչյանիգնահատմամբ` նման հարցի քննարկումը մինչ այդ անիմաստ է:

 «Խաղաղապահ առաքելությունը կարող է իրականացվել միայն Խաղաղության համաձայնագրի ստորագրումից հետո, եւ դրանից կախված կլինի նաեւ հարցը, թե ով է մասնակցելու առաքելությանը կամ ինչպես է իրականացվելու այն: Այդ ամենը պետք է ամրագրված լինի Խաղաղության համաձայնագրում, ինչը պետք է որոշվի բոլոր կողմերի համաձայնությամբ։ Այսինքն՝ դա ենթադրում է նաեւ Լեռնային Ղարաբաղի իշխանությունների համաձայնությունը»,-«Արմենպրես»-ի փոխանցմամբ, ասաց Սամվել Մկրտչյանը։

Կովկասում ՆԱՏՕ-ի կապի սպա Ուիլյամ Լահյուիգնահատմամբ էլ, Ղարաբաղյան հակամարտության կողմերից յուրաքանչյուրին զինող ցանկացած երկիր փաստացի նպաստում է հակամարտության շարունակմանը։ Ըստ Լահյուի, դա անթույլատրելի է: Ինչ վերաբերում է ՆԱՏՕ-ի զորքերի խաղաղապահ առաքելության իրականացմանը հակամարտության գոտում,  կապի սպան դա անվանեց հետաքրքրական կոնցեպցիա, սակայն շեշտեց, որ այն ՆԱՏՕ-ի նպատակների մեջ չի մտնում:

«Ներկա դրությամբ մենք նման հարց չենք քննարկում, սակայն եթե Հայաստանը, Ադրբեջան նաեւ մյուս շահագրգիռ կողմերը ցանկանան, դա կարելի է քննարկել»,- նշել է ՆԱՏՕ-ի ներկայացուցիչը։

ԼՂ հակամարտության կարգավորման ողջ ընթացքում բազմիցս բարձրացվել է ԼՂ հակամարտության գոտում խաղաղապահների տեղակայման հարցը, սակայն ՀՀ Պաշտպանության նախարարությունը բազմիցս շեշտել է, որ ներկա դրությամբ խաղաղապահների տեղակայման անհրաժեշտություն չկա եւ հայկական զինված ուժերը առանց կողմնակի աջակցության իրականացնում են սահմանների պաշտպանությունը:
