ԱԳ և էկոնոմիկայի փոխնախարարները մանրամասներ են ներկայացրել ԵՄ-ի հետ առաջիկա համագործակցության համաձայնագրից

Եվրամիություն-Հայաստան համագործակցության առաջիկա իրավական փաստաթղթում հիմնականում պահպանվելու է Ասոցացման համաձայնագրի շրջանակներում  բանակցված քաղաքական երկխոսության  բաղադրիչը: Համագործակցության ուղիները նախանշող սպասվելիք նոր փաստաթղթում, սակայն, Խորը և համապարփակ ազատ առևտրի բաղադրիչը չի ներառվելու՝ հաշվի առնելով այն հանգամանքը, որ Հայաստանն անդամակցում է Եվրասիական տնտեսական միությանը:

Այս մասին Ազգային ժողովում ՀՀ 2016թ. պետական բյուջեի նախագծի քննարկման ժամանակ ասաց ՀՀ արտաքին գործերի նախարարի տեղակալ Կարեն Նազարյանը՝ պատասխանելով ԱԺ ԲՀԿ խմբակցության ղեկավար Նաիրա Զոհրաբյանի հարցին:

«Մենք Եվրասիական տնտեսական միությանն անդամակցելուց հետո պատրաստակամություն հայտնեցինք շարունակել սերտ համագործակցությունը Եվրամիության հետ: Եվրոպական Միությունն էլ այդ պատրաստակամությունը հայտնեց, և մենք մտքերի փոխանակություն սկսեցինք՝ հասկանալու համար, թե ինչպիսին պետք է լինի համագործակցության նոր համաձայնագիրը: Մենք փորձել ենք հասկանալ, թե Ասոցացման համաձայնագրի շրջանակներում բանակցված որ բաղադրիչները կարող ենք ներառել նոր համաձայնագրում և ինչպես անել, որ դրանք չհակասեն Եվրասիական տնտեսական միությունում մեր ստանձնած պարտավորություններին: Ես ցանկանում եմ նաև ընդգծել, որ մենք առաջիկա բանակցությունների շրջանակներում  օգտագործելու ենք այն գիտելիքներն ու փորձը, որ կուտակել ենք Ասոցացման համաձայնագրի շրջանակներում տեղի ունեցած բանակցությունների ընթացքում, այնպես որ համաձայն չեմ հնչող տեսակետի հետ, թե Հայաստանը տապալել է ԵՄ-ի հետ բանակցությունները»,- մանրամասնեց Նազարյանը:

ԱԳ փոխնախարարը, չցանկացավ կանխորոշել, թե ինչ ընթացք կունենան բանակցությունները և արդյունքում ինչպիսի համաձայնագիր կհաջողվի ունենալ, վստահություն հայտնեց, որ հաջողվելու է արձանագրել նույն առաջընթացը, որը նախկինում կար Հայաստանի և ԵՄ-ի միջև տարվող  բանակցություններում:

Նոր փաստաթղթում ներառվելիք առևտրատնտեսական համագործակցության ուղղությունների վերաբերյալ պարզաբանումներ տվեց ՀՀ էկոնոմիկայի նախարարի առաջին տեղակալ Գարգեին Մելքոնյանը: Նա ընդգծեց, որ ԵՄ-ի հետ տնտեսության բնագավառի համագործակցության վերաբերյալ բանակցված ոլորտները դուրս չեն մնալու նոր համաձայնագրից, սակայն որոշ ոլորտներում վերափոխումներ կարող են լինել: «Տեղեկացնեմ, որ նոր համաձայնագրում չի ներառվելու ազատ առևտրի բաղադրիչը, քանի որ Հայաստանը Եվրասիական տնտեսական միության անդամ է և չի կարող առանձին  ազատ առևտրի համաձայնագիր ունենալ երրորդ երկրների հետ: Այսինքն, նոր համաձայնագրում զրոյական մաքսատուրքերով առևտրի բաղադրիչը չի լինելու: Սակայն ես համոզված եմ, որ մենք ունենալու ենք մի փաստաթուղթ, որը լինելու է կիրառական և չի խանգարելու Եվրասիական տնտեսական միության շրջանակներում մեր ստանձնած պարտավորություններին»,- եզրափակեց Մելքոնյանը:
