Ավարտվել է Քաջարանի ԲԿ-ում հիվանդների՝ «հեպատիտ C»-ով վարակվելու դեպքի առթիվ հարուցված քրգործի նախաքննությունը

ՀՀ քննչական կոմիտեի ՀԿԳ քննության գլխավոր վարչությունում ավարտվել է Քաջարանի բժշկական կենտրոնում բուժվող հիվանդների՝ «հեպատիտ C»-ով վարակվելու դեպքի առթիվ հարուցված քրեական գործի նախաքննությունը:

Ինչպես տեղեկացրին ՀՀ քննչական կոմիտեի տեղեկատվության և հասարակայնության հետ կապերի բաժնից, քննությամբ պարզվել են վարակի տարածման եղանակը, առերևույթ հանցագործություն կատարած անձանց շրջանակը և, ձեռք բերված ապացույցների հիման վրա 5 անձի մեղադրանք է առաջադրվել։

2015 թվականի հունվարին տեղեկություն էր ստացվել, որ «Քաջարանի բժշկական կենտրոն» բուժօգնության դիմած մի քանի քաղաքացիների մոտ նշված կենտրոնում բժշկական միջամտության, վիրահատության ենթարկվելուց հետո ախտորոշվել է «հեպատիտ c» հիվանդություն: Դեպքի առթիվ հարուցվել է քրեական գործ, որի շրջանակներում իրականացվել են տարբեր քննչական գործողություններ, նշանակվել են շուրջ 5 տասնյակ փորձաքննություններ՝ քրեական գործի համար էական նշանակություն ունեցող հանգամանքների պարզաբանման համար:

Համապատասխան հետազոտություններ է անցել 2014 թվականի ընթացքում Քաջարանի բժշկական կենտրոնում վիրահատված շուրջ 200 քաղաքացի։ Կատարված քննությամբ հիմնավորվել է, որ 14 քաղաքացի «հեպատիտ C»-ով վարակվել է նշված բժշկական  կենտրոնում համապատասխան բժշկական օգնություն ստանալուց հետո և որոշում է կայացվել նրանց տուժող ճանաչելու մասին։

Նախնական քննությամբ պարզվել է, որ Քաջարանի բժշկական կենտրոնում 2014 թվականի ընթացքում ընդհանուր անզգայացմամբ իրականացված վիրահատությունների ժամանակ միանգամյա օգտագործման համար նախատեսված ներշնչափողային խողովակները, արտածծիչ սարքի խողովակը և ծայրադիրներն օգտագործվել են բազմակի, նշված բժշկական գործիքները և ընդհանուր անզգայացման ժամանակ օգտագործված «լարինգոսկոպն» ախտահանվել են ՀՀ առողջապահության նախարարի մի շարք հրամանների պահանջների խախտումներով: Արձանագրվել են նաև սանիտարահամաճարակային ոլորտի այլ խախտումներ, որի արդյունքում 2014 թվականի ընթացքում բժշկական կենտրոնում վիրահատված 14 քաղաքացի հիվանդացել է «հեպատիտ C» հիվանդությամբ:

Քրեական գործով իրականացված մեծածավալ քննչական և դատավարական գործողությունների արդյունքում պարզվել է սանիտարահամաճարակային կանոնների պահպանման համար պատասխանատու, առերևույթ հանցագործություն կատարած անձանց շրջանակը:

Քննությամբ ձեռք բերված բավարար ապացույցների հիման վրա՝ «Քաջարանի բժշկական կենտրոն» փակ բաժնետիրական ընկերության նախկին տնօրեն Վարդան Ավագյանին, տնօրենի տեղակալ Վիրաբ Մանասյանին, գլխավոր բուժքույր Արմեդա Վանեսյանին, ավագ բուժքույր Նորա Կարապետյանին, բժիշկ-անեսթեզիոլոգ Երվանդ Ավագյանին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 277-րդ հոդված 2-րդ մասով, այն է` սանիտարահակահամաճարակային կանոնները խախտելը, որն անզգուշությամբ առաջացրել է մարդկանց զանգվածային հիվանդացում` նրանց առողջությանը պատճառելով ծանր վնաս։

Քրեական գործը՝ մեղադրական եզրակացությամբ, ուղարկվել է նախաքննության օրինականության նկատմամբ հսկողություն իրականացնող դատախազին:
