 Հայաստանի Հանրապետական կուսակցության փոխնախագահ, ՀՀ կրթության և գիտության նախարար Արմեն Աշոտյանը ներկայացրել է խորհրդարանական կառավարման համակարգի առավելությունները կառավարման այլ համակարգ ունեցող պետությունների նկատմամբ: Արմեն Աշոտյանը գտնում է, որ խորհրդարանական պետություններն առավել ժողովրդավար ու կայուն են և դրանցում ավելի հավանական են հեղաշրջումներն ու դիկտատուրաների հաստատումը: 

«Կառավարման խորհրդարանական ձևն իշխանությանը տալիս է ապաանձնավորված բնույթ, քանի որ ժողովուրդը նախ և առաջ կուսակցությունների է ընտրում, այլ ոչ՝ անձերի: Պետական իշխանության հիմնական մասը գլխավորապես կենտրոնացված է մեկ մարմնի՝ խորհրդարանի ձեռքում, որի որոշումները ընդունվում են կոլեգիալ ձևով: Գոյություն չունի որևէ մարմին կամ պաշտոնատար անձ, որն ունակ լինի խոչընդոտել խորհրդարանի որոշմանը՝ դրա վրա վետո դնելու միջոցով: Կառավարման խորհրդարանական համակարգի շրջանակներում հստակորեն տեսանելի են պետական քաղաքականության իրականացման պատասխանատվության սահմանները: Բոլոր հաջողությունների և առանձնապես՝ անհաջողությունների, ձախողումների և այլնի պատասխանատվությունը առաջին հերթին կրում է կառավարությունը և իշխող կուսակցությունը»,- «Ֆեյսբուք»-ի իր էջում գրել է նա:

Արմեն Աշոտյանը նաև նկատում որ  խորհրդարանական  կառավարման ձևն ընդունելու պարագայում խիստ արդիական է դառնում կառավարության կայունության խնդիրը: Կառավարությունների հաճախակի փոփոխությունները, նրա գնահատմամբ,  անկայուն են դարձնում երկրի քաղաքական կյանքը, հնարավորություն չեն տալիս հեռանկարային ծրագրեր ու քաղաքականություն մշակելու, ինչի արդյունքում հնարավոր չի լինում պատշաճ կերպով լուծել տվյալ պետության հասարակության սոցիալ- տնտեսական բարդ խնդիրները:

ՀՀԿ փոխնախագահն արձանագրում է, որ միջազգային փորձը հաշվի առնելով՝ սահմանադրական բարեփոխումների նախագծով ամրագրվել են կայունության ապահովման մի շարք լուծումներ`  ընտրական օրենսգիրքը պետք է ապահովի կայուն խորհրդարանական մեծամասնություն,  վարչապետին անվստահություն կարելի է հայտնել նրա նշանակումից ոչ շուտ, քան մեկ տարի անց, վարչապետը կարող է պաշտոնանկ արվել բացառապես կոնստրուկտիվ անվստահության միջոցով, այսինքն` նոր վարչապետ ընտրելու միջոցով:
