Ջրային տնտեսության պետական կոմիտեում քննարկվել են մեկ օպերատորի անցման մրցույթին առնչվող հարցեր

ՀՀ ԳՆ ջրային տնտեսության պետական կոմիտեի նախագահ Արամ Հարությունյանը դեկտեմբերի 2-ին ընդունել է «Հայաստանի ջրային ներդրումային ծրագիր. ՊՄԳ (պետական-մասնավոր գործընկերություն). Անցումային խորհրդատու» Fichtner Gm & Co KG ընկերության պատվիրակությանը:

Ինչպես տեղեկացրին ՀՀ ԳՆ ջրային տնտեսության պետական կոմիտեի տեղեկատվական կենտրոնից, պատվիրակության հերթական այցին քննարկվել են մեկ օպերատորի անցման մրցույթի նախաորակավորման գործողությունների ժամանակացույցին վերաբերող ժամկետային և բովանդակային հարցեր: Մասնավորապես, անդրադարձել են մրցութային առաջարկների ներկայացման հրավերի մշակմանը, մրցութային գործընթացների կառավարմանն առնչվող որոշ հարցերի, այդ թվում անցումային գործընթացի ամփոփ նկարագրին:

Երկուստեք անդրադարձ է եղել Fichtner կազմակերպության աջակցությամբ ՋՏՊԿ-ի կողմից արդեն իսկ պատրաստված մրցույթի նախաորակավորման փաթեթին: Արձանագրվել է, որ շուտով հայտարարվելու է նախաորակավորման մրցույթը: Կողմերը կարևորել են վարձակալի հետ կնքվելիք պայմանագրում հիմնական կատարողական ցուցանիշների առավել բարելավումը` ջրակմատակարարման շարունակականությունը, էլեկտրաէներգիայի ծախսը մեկ միավոր ջրի արտադրության վրա, ջրի որակը: Աշխատանքային հանդիպման ավարտին համաձայնություն է ձեռք բերվել օպերատիվ, ամենօրյա փոխադարձ կապի ու աշխատանքի շնորհիվ ապահովել անհրաժեշտ զարգացումները:

Ոլորտում պետական-մասնավոր գործընկերության խորացմանն ուղղված ռազմավարության արդյունքում սահմանվել է, որ հանրապետությունում գործող 5 ջրամատակարար ընկերությունների կողմից օգտագործվող ջրային համակարգերը 2017թ. հունվարի 1-ից նախատեսված է վարձակալությամբ փոխանցել մեկ կառավարչի` մեկ միասնական սակագնով և 15 տարի ժամկետով: Խմելու ջրի ոլորտի բարեփոխումների արդյունքում ակնկալվում է ապահովել կայուն, հուսալի և անվտանգ ջրամատակարարում, անխափան ջրահեռացում, հիդրոտեխնիկական կառուցվածքների արդիականացում, ջրի արդյունավետ օգտագործում, բնապահպան ական խնդիրների լուծում:

«Հայաստանի ջրային ներդրումային ծրագիր. ՊՄԳ (պետական-մասնավոր գործընկերություն). Անցումային խորհրդատու» ծրագիրն ուժի մեջ է մտել 2015 թվականի օգոստոսի 3-ից՝ ՋՏՊԿ-ի հետ կնքված պայմանագրի շրջանակներում:
