Ցեղասպանության զոհերի հիշատակի և արժանապատվության միջազգային օրվա նախաշեմին, «Մարդկության դեմ ոճիրների հարյուրամյակ» ընդհանուր խորագրի ներքո Ժնևի Վեբստեր համալսարանում դեկտեմբերի 4-ին կազմակերպվել է համաժողով «Ինչո՞ւ Ցեղասպանություն. իրողություններ, պատասխաններ, հետևանքներ» թեմայով: Ինչպես  տեղեկացրին ՀՀ արտաքին գործերի նախարարության մամուլի, տեղեկատվության եւ հասարակայնության հետ կապի վարչությունից, քննարկումներն ընթացել են չորս հիմնական ուղղություններով՝ ցեղասպանության գաղափարախոսություն, ցեղասպանության կանխարգելում և պատժում, ցեղասպանությունների պատմական հարթություն և հետևանքներ, արդարություն և հաշտեցում:

Համաժողովի բացման խոսքով է հանդես եկել Ժնևում ՀՀ դեսպանորդ Հասմիկ Տոլմաջյանը: Նա նշել է, որ այս տարի առաջին անգամ ոգեկոչվում է Ցեղասպանության զոհերի հիշատակի և արժանապատվության միջազգային օրը՝ հաստատված ՄԱԿ ԳԱ Ասամբլեայի բանաձևով՝ Ժնևում Մարդու իրավունքների խորհրդի կողմից 2015թ. մարտին ընդունված Ցեղասպանության կանխարգելման բանաձևի հիման վրա:

Նա հիշեցրել է, որ ինչպես Ռաֆայել Լեմկինի կողմից ցեղասպանության եզրույթի ստեղծման, այնպես էլ Ցեղասպանության հանցագործության կանխարգելման և պատժման միջազգային կոնվենցիայի մշակման հիմքում անմիջականորեն ընկած են Մեծ Եղեռնն ու Հոլոքոստը: Նա նշել է, որ բազմաթիվ ցեղասպանագետների կողմից Հայոց ցեղասպանությունը դիտվում է իբրև առաջին «ժամանակակից» ցեղասպանություն, որն իրագործվել է պետության կողմից՝ ատելության և սառը հաշվարկի համակցմամբ:

Հասմիկ Տոլմաջյանն ընդգծել է, որ Ժնևում Հայաստանի նախաձեռնությամբ յոթ տասնյակից ավելի պետությունների համահեղինակությամբ ընդունված ցեղասպանության կանխարգելման բանաձևն ամրագրում է, որ անպաժելիությունն ու ժխտողականությունը խոչընդոտում են այդ ոճիրի կանխարգելման ջանքերին՝ միևնույն ժամանակ թույլ չտալով խաղաղության հաստատմանն ու ժողովուրդների հաշտեցմանը:

Նա հիշեցրել է, որ ժխտողականությունը, լինելով ցեղասպանության եզրափակիչ փուլը, ի հայտ է գալիս տարբեր դրսևորումներով: Նա վկայակոչել է Ցեղասպանությունների միջազգային Ասոցիացիայի նախագահ Ռ. Սմիթի խոսքերը, ըստ որոնց` Հայոց ցեղասպանության ժխտողականության առանձնահատկությունն է, որ այն միակն է, ի տարբերություն Հոլոքոստի, որ պետական քաղաքականության անբաժան մաս է և արդեն շուրջ հարյուր տարի հետևողականորեն իրագործվում է թուրքական՝ միմյանց հաջորդող անխտիր բոլոր կառավարությունների կողմից՝ պետական իշխանության ողջ հզորությամբ և ռեսուրսներով:

Համաժողովին ելույթներով հանդես են եկել Ժնևում Ռուանդայի դեսպանը, Եվրոպայի խորհրդի մշտական ներկայացուցիչը, Բուդապեշտի՝ Ցեղասպանության և զանգվածային ոճիրների կանխարգելման կենտրոնի ղեկավարը, ինչպես նաև տասնյակ դասախոսներ, փորձագետներ:
