ՀՀ Ազգային ժողովի փոխնախագահ Հերմինե Նաղդալյանը պարզաբանել է Եվրոպայի Խորհրդի Խորհրդարանական վեհաժողովի Հայաստան ժամանած երեք հոգանոց պատվիրակության հաղորդագրությունը՝ կապված դեկտեմբերի 6-ին անցկացված հանրաքվեի ընթացքի հետ: 

Հերմինե Նաղդալյանն իր պարզաբանման մեջ նշել է. «Կցանկանայի, որպեսզի մեր հանրությունը և լրատվամիջոցները հստակ տարբերակեին՝ հրապարակվածը ոչ թե գնահատական է, այլ նախնական մամուլի հաղորդագրություն՝ նախնական տեղեկատվություն հանրության համար: ԵԽԽՎ կանոնակարգով ընտրական գործընթացները դիտարկելու տարբեր ձևաչափեր կան: Առաջինը ՝ ընտրությունների լայնածավալ, ամբողջական դիտորդական առաքելություններն են` մինչև 40 մարդու մասնակցու թյամբ, որոնք իրականացնում են ողջ ընտրական գործընթացի դիտարկում՝ ինչպես նախընտրական շրջանում, այնպես էլ բուն ընտրության գործընթացի ժամանակ,  և հետագայում վերլուծություն և գնահատականներ հնչեցնում զեկույցի տեսքով: Երկրորդը՝ ընտրությունների գնահատման առաքելությունն է, որը բաղկացած պետք է լինի 5 անդամից և որի գործառույթներն ավելի սահմանափակ են և այն չի իրականացնում որևէ նախընտրական առաքելություն:

Եվ կա երրորդ ձևաչափը, որը տեղի էր ունենում Հայաստանում ներկայումս՝ դա ընտրությունների առիթով Վեհաժողովի անդամների (5 հոգուց պակաս) ներկայությունն  է ՝ մինչ ընտրությունները կամ դրանց ընթացքում՝ առանց դրանց պաշտոնական դիտարկման կամ գնահատման՝  «c. Presence on the Occasion of Election of Assembly members during and/or just before an election without a formal observation or assessment of it».- մեջբերում ԵԽԽՎ Կանոնադրությունից: Այս առաքելությունը հետագայում իր եզրահանգումներն է անում հուշագրի տեսքով և ներկայացնում Բյուրոյին: Այսինքն՝ այս առաքելությունը նպատակ չի հետապնդում հրապարակելու զեկույց, կամ գնահատականներ, ինչպես դա արվում է դիտորդական առաքելությունների դեպքում, այլ ընդամենը պատրաստում է տեղեկատվություն՝ Բյուրոյի համար, որն, ի դեպ, ի տարբերություն մյուսների, ոչ թե զեկույցի տեսքով քննարկվում է Բյուրոյի և այնուհետև հաստատվում լիագումար նիստերում, այլ ընդամենը հաղորդագրություն է Բյուրոյի համար:

Այն նախնական հաղորդագրությունը, որն այսօր հրապարակվել է, ԵԽԽՎ երեք անդամների դիտարկումներն են,  հղումներ այն խնդիրներին, որոնք արդեն նշվել են նախկին ընտրական գործընթացների ժամանակ՝ ԵԽԽՎ-ի, Վենետիկի հանձնաժողովի և ԵԱՀԿ-ի կողմից: 

Քանի որ սա կարճաժամկետ և ոչ դիտորդական առաքելություն է և ի սկզբանե չի ունեցել նախընտրական միսիա, այսինքն՝ հնարավորություն ողջ տեղեկատվությանը տիրապետելու, մենք այժմ պետք է իրենց կողմից նշված խնդիրների վերաբերյալ պատրաստենք մեր օրենսդրական և այլ տեղեկատվությունը, որպեսզի սրանց հիման վրա մեր եվրոպացի գործընկերները ներկայացնեն նախատեսվելիք հուշագիրը Բյուրոյին»:
