ՀՀ ոստիկանությունը բացառում է, որ մեկ անձին մեկից ավելի անձը հաստատող վկայական կամ 9-րդ ձևի փաստաթուղթ տրամադրված լինի: Այս մասին լրագրողների հետ հանդիպմանը հայտարարեց ՀՀ ոստիկանության անձնագրային և վիզաների վարչության պետ, ոստիկանության փոխգնդապետ Մնացական Բիչախչյանը: «Արմենպրես»-ի փոխանցմամբ` անդարդառնալով դիտարկմանը , թե առկա է տեսանյութ, որում տրցակով փաստաթղթեր կան, որոնցով մարդիկ քվեարկում են դեկտեմբերի 6-ի հանրաքվեին` Մնացական Բիչախչյանը նշեց, որ ներկայում ընթանում է քննություն` պարզելու, թե ինչ փաստաթղթեր են դրանք:

Նա նախ նշեց, որ անձը կարող է քվեարկության մասնակցել նույնականացման քարտով, անձնագրով կամ անձը հաստատող վկայականով, այլ փաստաթղթով հնարավոր չէ ընտրություն կատարել: Ինչ վերաբերում է անձի ինքնությունը հաստատող ժամանակավոր փաստաթղթին` 9-րդ ձևին, այն հատկացվել է 146 անձի:  «Ժամակավոր վկայականը տրամադրվում է բացառապես անձի դիմումի հիման վրա, անձը չի կարող արտասահմանում գտնվել ու ստանալ այդ փաստաթուղթը: Բացի այդ, այդ վկայականը լուսանկարով է տրամադրվում, դրանում նշվում է անձի փաստացի հասցեն, անձնագրային ծառայության կնիքը,  տրման ամսաթ իվը: Բացառվում է, որ մեկ անձի տրամադրված լինի մի քանի 9-րդ ձևի փաստաթուղթ»,-վստահեցրեց Բիչախչյանը:

Պաշտոնյան հավելեց, որ այդ վկայականը չի տրամադրվում այն անձին, ով նշում է, թե անձնագիրը թողել է դեսպանատանը կամ Երևանում ապրելով` մարզում: Նշյալ փաստաթուղթը տրվում է նույնականացման քարտի համար դիմողին, ինչպես նաև այն անձին, ով կորցրել է անձնագիրը:

Մնացական Բիչախչյանը նշեց, որ նախորդ ընտրությունների ժամանակ էլ հայտարարեցին, թե 400 հազար կեղծ անձնագիր է տրվել, բայց չհայտնվեց մի քաղաքացի, ով կասեր, որ այդպիսի  կեղծ անձնագիր իրեն տրվել է: «Ես բացառում եմ, որ որևէ անձի անհիմն տրամադրված լինի անձնագիր»,-ավելացրեց ոստիկանության ներկայացուցիչը:

Վերադառնալով տեսանյութում առկա տրցակով փաստաթղթերին` Բիչախչյանը չբացառեց, որ դա կարող է լինել լրացուցիչ ցուցակում ընդգրկվելու մասին տեղեկանք, որով սակայն հնարավոր չէ քվեարկել:

Դեկտեմբերի 6-ին կայացավ ՀՀ սահմանադրության փոփոխությունների հանրաքվեն: ԿԸՀ-ի հրապարակած վերջնականարդյունքներով` քվեարկությանը մասնակցել են 1 միլիոն 302 հազար 613 քաղաքացիներ՝ քվեարկելու իրավունքունեցողների 50.74 տոկոս: Անվավեր է ճանաչվել 53 հազար 435 քվեաթերթիկ, «այո» է քվեարկել 825 հազար 521մարդ՝ 63.37 տոկոս, «ոչ»` 421 հազար 568՝ 32.36 տոկոս:
