ՀՀ հատուկ քննչական ծառայության պետ, արդարադատության գեներալ-լեյտենանտ Վահրամ Շահինյանտ դեկտեմբերի 14-ին հանդիպում է ունեցել Հայաստանի Հանրապետությունում ԱՄՆ արտակարգ և լիազոր դեսպան Ռիչարդ Միլսի, դեսպանատան մշտական իրավական խորհրդատու Ջոն Լուլեջյանի և ԱՄՆ արդարադատության դեպարտամենտի իրավաբան-փորձագետ Քրիստինա Աֆոյանի հետ:

Ինչպես  տեղեկացրին ՀՔԾ լրատվական ծառայությունից, հանդիպման ժամանակ դեսպանի խնդրանքով Վահրամ Շահինյանը ներկայացրել է իրավապահ այլ մարմինների համակարգում ՀՀ հատուկ քննչական ծառայության դերն ու առանձնահատկությունները՝  նշելով, որ ՀՀ հատուկ քննչական ծառայությունը հանդիսանում է օրենքի հիման վրա ստեղծված, անկախ և գերատեսչական կախվածությունից զերծ նախաքննական մարմին:

ՀՀ հատուկ քննչական ծառայությունը երկրի միակ նախաքննական մարմինն է, որը ՀՀ գործող օրենսդրությամբ նախատեսված կարգով իրականացնում է օրենսդիր, գործադիր և դատական իշխանության մարմինների ղեկավար աշխատողների, պետական հատուկ ծառայություն իրականացնող անձանց իրենց պաշտոնեական դիրքի կապակցությամբ կամ հանցակցությամբ նրանց կատարած բոլոր հանցագործությունների, այդ թվում՝ միջազգային հանրությանն առավելապես մտահոգող կոռուպցիոն և կազմակերպված հանցավորության, ինչպես նաև խոշտանգումների հետ կապված հանցագործությունների վերաբերյալ քրեական գործ երով նախաքննություն:

«ՀՀ հատուկ քննչական ծառայությունը որոշակի գործառույթներ ունի նաև համապետական և տեղական ինքնակառավարման մարմինների ընտրական գործընթացների հետ կապված հանցագործությունների քննության ոլորտում»,- ընդգծել է ՀՀ հատուկ քննչական ծառայության պետ, արդարադատության գեներալ-լեյտենանտ Վահրամ Շահինյանը:

Հանդիպման ընթացքում կողմերը քննարկել են նաև իրավական համագործակցության կազմակերպման և քննության մեթոդիկայի կատարելագործման միջազգային փորձի ուսումնասիրման, քննիչների վերապատրաստման և երկկողմ հետաքրքրություն ներկայացնող մի շարք այլ հարցերի լայն շրջանակ:

Հայաստանի Հանրապետությունում ԱՄՆ արտակարգ և լիազոր դեսպան պարոն Ռիչարդ Միլսը շնորհակալություն է հայտնել հանդիպման համար և նշել. «ԱՄՆ դեսպանությունը պատրաստ է գործակցել ՀՀ հատուկ քննչական ծառայության հետ ինստիտուցիոնալ կոռուպցիայի ու հակամրցակցային միջավայրի դեմ պայքարի հարցերում՝ ապահովելու խաղի հավասար պայմաններ և խրախուսելու օտարերկրյա ներդրումները»:
