Մասնավորի ջանքերն ու պետության աջակցությունը` Ռուսաստանում հայկական արտահանումն ավելացնելու համար

Ռուսաստանի կողմից թուրքական ապրանքների արգելքի կիրառումից հետո լուրջ հնարավորություն է ստեղծվել ավելացնելու դեպի Ռուսաստան հայկական ապրանքների արտահանումը: Թեեւ մենք չունենք թուրքական ապրանքների ծավալները եւ ամբողջությամբ չենք կարող փոխարինել թուրքականին, բայց առկա է ռուսական շուկայում հայկական ապրանքների ծավալներն ավելացնելու հնարավորություն, որից օգտվելու համար անհրաժեշտ է թե մասնավորի ջանքերը, թե կառավարության աջակցությունը:

Պետություն-մասնավոր համագործակցությունն այս դեպքում առարկայական արդյունք կտա: Այս հանգամանքը նկատի ունենալով, կառավարությունը արագ արձագանքել է ստեղծված կացությանը: Վերջին երկու շաբաթվա ընթացքում վարչապետ Հովիկ Աբրահամյանի գլխավորությամբ կառավարությունում արտահանման խթանման վերաբերյալ երկու խորհրդակցություն է հրավիրվել` շահագրգիռ պետական գերատեսչությունների և գործարար աշխարհի ներկայացուցիչների մասնակցությամբ:

Առաջին խորհրդակցությունում վարչապետի առաջարկությամբ փոխվարչապետ Վաչե Գաբրիելյանը ներկայացրել է ՌԴ կողմից թուրքական ապրանքների նկատմամբ նախատեսվող արգելանքի պարագայում հայկական արտադրանքի արտահանման ծավալն ավելացնելու հնարավորությունները, քննարկվել են գյուղատնտեսության, զբոսաշրջության և ներդրումների ոլորտներում հնարավոր քայլերն ու գործողությունները, կառավարության ղեկավարին են ներկայացվել արտահանող ընկերություններին հուզող խնդիրները:

Հովիկ Աբրահամյանը հորդորել է գործարարներին բաց չթողնել ստեղծված իրավիճակում առաջացող հնարավորությունները և ավելացնել դեպի ռուսաստանյան շուկա արտադրանքի արտահանման ծավալը, գերատեսչությունների ղեկավարներին՝ սեղմ ժամկետում կառավարություն ներկայացնել գործողությունների հստակ ծրագիր: Երկրորդ խորհրդակցության ժամանակ քննարկվել են դեպի Ռուսաստան հայկական արտադրանքի արտահանման ծավալն ավելացնելու պետական աջակցության մեխանիզմները:

Անդրադարձ է եղել նախորդ խոհրդակցության ժամանակ վարչապետի կողմից տրված հանձնարարականների կատարման ընթացքին, պետական մարմինների ներկայացուցիչները հանդես են եկել կոնկրետ առաջարկներով, որից հետո Հովիկ Աբրահամյանը հանձնարարել է եկող շաբաթվա ընթացքում վերջնական արդյունքները ներկայացնել կառավարություն: Փաստորեն, կառավարության կողմից աջակցելու ցանկությունը գործնական հունի վրա է դրված, մնում է գործարարներն էլ կարողանան անհրաժեշտ ճկունությունը ցուցաբերեն ու նաեւ պետական աջակցության շնորհիվ օգտվեն նպաստավոր կացությունից:
