Արտակարգ իրավիճակների հետ առնչվող մասնագետները վստահ են, որ բնակչության իրազեկությունն աղետների ռիսկերի նվազեցման կարևոր բաղադրիչն է: Տեղեկացվածության մակարդակի բարձր ցուցանիշն ապահովողներից են զանգվածային լրատվության միջոցները:  «Հանրային իրազեկումը՝ որպես աղետների ռիսկի նվազեցման և կայու ն զարգացման անկյունաքար» խորագրով երկօրյա միջազգային համաժողովին նման տեակետ արտահայտեց ՄԱԿ-ի գլխավոր քարտուղարիհատուկ ներկայացուցիչ, ՄԱԿ-ի աղետների ռիսկինվազեցման գրասենյակի ղեկավար ՄարգարետաՎալշտրոմը:

Նրա խոսքով` պետք է այս ոլորտում կիրառվող նորարար տեխնոլոգիաները համակցել մարդկանց իրազեկության բարձրացման հետ: ՄԱԿ-ի պաշտոնյան հիշեց երկու տարի առաջ Ֆիլիպիններում ահագնացած փոթորիկի մասին, որի պատճառով մեծաթիվ զոհեր արձանագրվեցին, քանի որ մարդիկ անտեղյակ էին փոթորիկի ազդանշանից և դրանից բխող գործողություններից:

Անդրադառնալով «Աղետների ռիսկի նվազեցման Սենդայի գործողությունների 2015-2030 ծրագրին»` Մարգարետա Վալշտրոմը նշեց, որ տարբեր ոլորտների փոխհամաձայնեցված գործողության արդյունքում հնարավոր կլինի հասնել վերջնական արդյունքի: «Աղետների ու ռիկսերի վրա ինչու պետք է կենտրոնանալ, քանի որ կա ուժեղ կապ կլիմայի փոփոխության և կայուն զարգացման միջև: Եթե մենք հստակ մշակված գործողությունների պլանը չկատարենք, աղետների նվազեցման չենք հասնի, ինչն էլ թույլ չի տա ունենալ կայուն զարգացում»,-ավելացրեց ՄԱԿ-ի գլխավոր քարտուղարի հատուկ ներկայացուցիչ ը:

Խոսելով աղետների ռիկսների նվազեցման գործում մեդիայի դերի մասին` Վալշտրոմը կարևորեց վերջինի կրթական գործառույթը: «ԶԼՄ-ի աշխատանքի միակ ձևն այս պարագայում այն է, որ նրանց տրվի հնարավորություն կրթելու, մարդկանց իրազեկելու գործառույթ կատարել»,-հավելեց նա:

Իրազեկման գործառույթում կարևոր է նաև իրավասու մարմինների ներգրավվածության մեծացումը, քանի որ մեդիան էլ պետք է հիմնվի հեղինակավոր աղբյուրի տեղեկատվության և հստակ մշակված գործողությունների շարքի վրա: «Երբ մարդիկ ինֆորմացիան ստանում են այլընտրանքային աղբյուրներից, դա էլ նոր մատահրավեր է ու ռիկսեր է առաջացնում»,-ավելացրեց ՄԱԿ-ի ներկայացուցիչը:

Նա կարևորեց նաև աղետների և դրանցից պաշտպանվելու ձևերի մասին իրազեկվածության բարձր մակարդակի ապահովումը կրթական համակարգում: Մարգարետա Վալշտրոմն անհրաժեշտ համարեց, որ դա իրականացվի ոչ միայն մեկ դասընթացի շրջանակներում, այլ տարբեր առարկաների ժամանակ, որպեսզի գիտելիքն ամրապնդվի երեխաների մոտ:

Մշակվել է «Աղետների ռիսկի նվազեցման Սենդայի գործողությունների 2015-2030 ծրագիրը»: Դրանով նախատեսվում  աղետների ռիսկի և կյանքի, ապրուստի և առողջության, մարդկանց, ձեռնարկությունների, համայնքների ու պետությունների  տնտեսական, ֆիզիկական, սոցիալական, մշակութային ու բնապահպանական ակտիվների կորուստների էական նվազեցում:
