Ընտանեկան դրամագլխի օգտագործման շրջանակն ընդլայնվում է

Ընտանեական դրամագլխի օգտագործման արդյունավետությունը բարձրացնելու նպատակով նախորդ ամսվա վերջին կառավարությունը որոշեց փոփոխություն կատարել այդ գումարների տնօրինման ուղղություններում։ Ըստ այդմ, ընդլայնվեց դրանց օգտագործումը։ Գյուղական բնակավայրերի բնակիչները հնարավորություն ստացան ընտանեական դրամագլխի միջոցներն ուղղել նաեւ կառավարության կողմից սուբսիդավորվող գյուղվարկերի ինչպես մայր գումարի, այնպես էլ տոկոսների վճարմանը։

Սա անշուշտ լուրջ աջակցություն կարող է լինել գյուղական բնակավայրերի բնակիչների համար, որոնք երբեմն ինչ-ինչ պատճառներով խնդիրներ են ունենում վարկերի վերադարձման հետ կապված։ Մի կողմից ունենալով դրամագլուխ, մյուս կողմից՝ նրանք չէին կարողանում վճարել իրենց պարտավորությունները։

Այս փոփոխությունը կարեւոր էր նաեւ նրանով, որ պայմաններ է ստեղծում ոչ միայն նպատակային դարձնել ընտանեական դրամագլխի գումարների իրացումը, այլեւ դրանք ուղղել այնտեղ, որտեղ անհրաժեշտությունն ավելի մեծ է։ Ինչպես հայտնի է, մինչ այդ, գյուղական բնակավայրերի բնակիչները հնարավորություն ունենին դրանք օգտագործել բացառապես հիպոթեկային վարկերի մարման համար։ Մի բան, ինչը նպատակ ուներ խթանել անշարժ գույքի շուկան։ Սակայն իրականացված ուսումնասիրությունները ցույց տվեցին, որ գյուղական բնակավայրերում մարդիկ գործնականում չեն կարողանում դրամագլխի միջոցները ծառայեցնել հիպոթեկային վարկերի մարմանը։ Խնդիրն այն է, որ բանկերը տարբեր պատճառներով հիմնականում խուսափում են նման վարկեր տրամադրել գյուղական բնակչությանը՝ անշարժ գույք գնելու համար։ Ստացվում էր, որ ընձեռնված հնարավորությունը հիպոթեկային վարկերի մասով լիարժեք չէր կիրառվում։

Հաշվի առնելով այդ հանգամանքը՝ կառավարությունը որոշեց պայմաններ ստեղծել, որպեսզի դրանք ուղղվեն նաեւ այլ վարկային պարտավորությունների իրացմանը։ Խոսքը այն վարկերի մասին է, որից գյուղերում ավելի հաճախ են օգտվում։

Ի տարբերություն հիպոթեկի, բանկերը գյուղական բնակավայրերում նախընտրում են տրամադրել հիմնականում գյուղատնտեսական վարկեր։ Հատկապես որ, կառավարությունը ստանձնել է դրանց ընդհուպ մինչեւ 6 տոկոսի սուբսիդավորումը։

Կառավարության այս նախաձեռնությունն անշուշտ ոչ միայն կթեթեւացնի գյուղական բնակավարերի բնակչության հոգսերը, այլեւ պայմաններ կստեծի գյուղվարկերի ծավալներն ավելացնելու համար։

Թեեւ դրանով հանդերձ, շարունակում է պահպանվել նաեւ հիպոթեկի նպատակով ընտանեական դրամագլխի օգտագործման հնարավորությունը։ Այդ գումարները կարող են ուղղվել նաեւ ընտանիքի անդամների ուսման վարձերի վճարմանը, ինչպես նաեւ բժշկական ապահովագրության ձեռքբերմանը։
