Քննչական կոմիտեն ևս 5 քրեական գործ է հարուցել Արաբկիրի ընտրատեղամասերում այլ անձի փոխարեն քվեարկության դեպքերով

ՀՀ Սահմանադրության փոփոխությունների հանրաքվեի ընթացքում տեղ գտած խախտումների վերաբերյալ ՀՀ քննչական կոմիտեի Արաբկիր վարչական շրջանի քննչական բաժնում ստացված ահազանգերի հիման վրա նյութերի նախապատրաստման արդյունքում հարուցվել է ևս 5 քրեական գործ՝  տարբեր ընտրատեղամասերում այլ անձի փոխարեն քվեարկելու դեպքերի առթիվ։

Ըստ ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնից փոխանցված ամփոփոգրի, դեկտեմբերի 6-ին ոստիկանության Երևան քաղաքի վարչության շտաբից ոստիկանության  Արաբկիրի բաժին տեղեկություն է ստացվել, որ տեղամասում անհայտ անձը քվեարկել է այլ անձի փոխարեն: Արաբկիր վարչական շրջանի քննչական բաժնում ձեռնարկվել են անհրաժեշտ միջոցառումներ՝ պարզելու ահազանգում մատնանշված հանգամանքը, պարզել այն անձին, ում փոխարեն մեկ ուրիշը կատարել է քվեարկություն։ Նյութերի նախապատրաստության ընթացքում քաղաքացի Գայանե Գյուլնազարյանը բացատրություն  և հաղորդում է տվել այն մասին, որ 2015թ.-ի դեկտեմբերի 6-ին տեղի ունեցած Սահմանադրական բարեփոխումների հանրաքվեին մասնակցելու համար գնացել է թիվ 4/26  ընտրատեղամաս, որտեղ պարզել է,  որ իր փոխարեն մեկ ուրիշը մասնակցել է քվեարկությանը։

Դեպքի առթիվ նախապատրաստված նյութերով Արաբկիր վարչական շրջանի քննչական բաժնում հարուցվել է քրեական գործ՝ ՀՀ քրեական օրենսգրքի 153-րդ  հոդվածով: Կատարվում է նախաքննություն:

Նույն օրը ՀՀ ոստիկանության Երևան քաղաքի վարչության շտաբից ոստիկանության Արաբկիրի բաժին տեղեկություն է ստացվել այն մասին, որ 5/21 ընտրատեղամասում անհայտ անձը քվեարկել է այլ անձի փոխարեն: Ահազանգի հիման վրա Արաբկիր վարչական շրջանի քննչական բաժնում նախապատրաստվել են նյութեր. նշված ընտրատարածքի ընտրող Արտաշես Թարխանյանը բացատրություն է տվել այն մասին, որ Սահմանադրական բարեփոխումների հանրաքվեին մասնակցելու համար գնացել է թիվ 5/21 ընտրատեղամաս, որտեղ պարզել է, որ իր փոխարեն արդեն քվեարկել են։ Դեպքի առթիվ հարուցվել է քրեական գործ՝ ՀՀ քրեական օրենսգրքի 153-րդ  հոդվածով, կատարվում է նախաքննություն:

Նույն ընտրատեղամասում այլ անձանց փոխարեն կատարված քվեարկության մասին ահազանգերի ստուգման արդյունքում պարզվել է ևս երկու դրվագ. քաղաքացիներ Ալբերտ Սիմոնյանը և Վահագն Դանիելյանը բացատրություններ են տվել, ապա նաև գրավոր հաղորդում ներկայացրել, որ հանրաքվեին մասնակցելու համար այցելել են թիվ 5/21 ընտրատեղամաս, որտեղ պարզել են, որ իրենց փոխարեն արդեն կատարվել է քվեարկություն։ Ա.Սիմոնյանի և Վ.Դանիելյանի փոխարեն թիվ 5/21 տեղամասում քվեարկություն կատարելու դեպքերի առթիվ հարուցվել են քրեական գործեր։

Դեկտեմբերի 7-ին ՀՀ ոստիկանության «Թեժ գիծ» ծառայություն է զանգահարել քաղաքացի Վիկտորիա Ավակովան և հայտնել, որ թիվ 5/30 ընտրատարածքի քվեարկողների հաշվառման ցուցակում իր անվան դիմաց ստորագրել է մեկ ուրիշը։ Արաբկիրի քննչական բաժնում նյութերի նախապատրաստման ընթացքում Վիկտորիա  Ավակովան հաղորդում և բացատրություն է տվել այն մասին, որ 2015 թվականի դեկտեմբերի 6-ին տեղի ունեցած Սահմանադրական բարեփոխումների հանրաքվեին մասնակցելու համար գնացել է թիվ 5/30 ընտրատեղամաս, որտեղ տեսել է, որ քվեարկողների ցուցակում մեկ ուրիշն ստորագրել է իր անվ ան դիմաց։ Դեպքի առթիվ նախապատրաստված նյութերով հարուցվել է քրեական գործ՝ ՀՀ քրեական օրենսգրքի 153-րդ հոդվածով, կատարվում է նախաքննություն:

Այսպիսով՝ քրեական գործեր են հարուցվել թիվ 4/26 ,  5/21 և  5/30 ընտրատեղամասերում 5 տարբեր քաղաքացիների փոխարեն քվեարկելու դեպքերի առթիվ։
