Սահմանադրական բարեփոխումների մասնագիտական հանձնաժողովը եկել է եզրահանգման, որ քաղաքական ուժերի միջև համաձայնության պայմաններում կիսանախագահական կառավարման համակարգում առկա խնդիրները հնարավոր է կարգավորել խորհրդարանական համակարգին անցում կատարելու պայմաններում: Այս մասին «Ժառանգություն» կուսակցության հրավիրած «Սահմանադրական բարեփոխումներ. թեր և դեմ» խորագրով խորհրդա ժողովի ընթացքում ասաց սահմանադրական բարեփոխումների մասնագիտական հանձնաժողովի անդամ Վարդան Պողոսյանը: «Ես ցանկանում եմ տեղեկացնել, որ սահմանադրական բարեփոխումների վերաբերյալ հրապարակված փաստաթղթի համեմատ փոփոխություններ կան այն աշխատանքային փաստաթղթում, որը մենք պատրաստվում ենք մոտակա ժամանակում քննարկել Վենետիկի հանձնաժողովի աշխատանքային խմբի հետ»,- «Արմենպրես»-ի հաղորդմամբ՝ ասաց Պողոսյանը:
Նա նշեց, որ հիմնական փոփոխությունները վերաբերում են խորհրդարանական ընդդիմության իրավունքներին: «Ռուբեն Հակոբյանն ասաց, որ հնարավոր է ընդունել օրենք ընդդիմությանը վերահսկողական լծակներ տալու համար, և դրա համար սահմանադրական փոփոխություների կարիք չկա: Ես դրա հետ համաձայն չեմ: Եթե մենք ցանկանում ենք, որպեսզի վերահսկիչ պալատի նախագահը, անդամներն ընտրվեն ավելի մեծ քվորումով, եթե լինի ընդդիմության ավելի մեծ մասնակցություն նման գործընթացներին, մենք դա չենք կարող անել, քանի որ որոշումները տվյալ դեպքում ընդունվում են Սահմանադրության ս ահմանած քվորումով և չկա որակյալ մեծամասնություն դրա համար»,- նշեց սահմանադրական հանձնաժողովի անդամը:
Նա ընդգծեց, որ սահմանադրական հանձնաժողովի կողմից առաջարկվող հայեցակարգով նախատեսվում է որակյալ քվորում վերահսկիչ պալատի նախագահի և կենտրոնական ընտրական հանձնաժողովի նախագահի ընտրության համար: «Մենք նախատեսում ենք խորհրդարանական փոքրամասնություններին հնարավորություն տալ մեկ քառորդ քվորումի առկայության պայմաններում ստեղծել քննիչ հանձնաժողովներ: Մենք առաջարկում ենք սահմանել, որ քննիչ հանձնաժողովի նախագահությունը կստանձնի հենց ընդդիմությունը, այսինքն՝ այն ուժը, որն առաջարկելու է նման հանձնաժողով ստեղծել»,- ասաց Պողոսյանը :
Նա նշեց, որ այս պարագայում խորհրդարանական փոքրամասնությունների իրավունքները կարող են կայուն լինել, և սա կարող է նպաստել նրան, որ խորհրդարանական փոքրամասնությունները կարողանան վերահսկողություն իրականացնել գործադիր իշխանության նկատմամբ: Միևնույն ժամանակ, սահմանադրական հանձնաժողովի անդամը նշեց, որ նման հնարավորություն ներկայիս Սահմանադրությունը չի ընձեռում:
Ընդդիմությանը վերահսկողության մեխանիզմներ տրամադրելու մասին «Ժառանգության» հրավիրած խորհրդաժողովի ժամանակ խոսել է նաև կուսակցության խորհրդարանական խմբակցության ղեկավար Ռուբիկ Հակոբյանը՝ ընդգծելով, որ իրենց համար ավելի կարևոր է, որպեսզի իշխանությունները սահմանադրական բարեփոխումները նախաձեռնելու փոխարեն վերահսկողության լծակներ տրամադրեն ընդդիմությանը:
Ռուբեն Հակոբյանը ներկայացրեց այն կետերը, որոնց կատարման դեպքում «Ժառանգություն»-ը կմասնակցի սահմանադրական բարեփոխումների վերաբերյալ բովանդակային քննարկումներին: Նա նշեց, որ իրենք կմասնակցեն քննարկումներին, եթե իշխանությունները գնան ընտրական օրենսգրքի փոփոխությունների, որոնք կներառեն «Ժառանգության» և ՀՅԴ-ի կողմից ներկայացված 11 կետերը: «Երկրորդ կետն այն է, որ խորհրդարանը պետք է ընդունի օրենքի նախագիծ, որով ընդդիմությունը վերահսկողական լուրջ լծակներով է օժտվում: Մենք առաջիկայում նման նախագիծ կներկայացնենք խորհրսդա րանի քննարկմանը»,- ասաց նա:
