ՀՀ-ում ԱՄՆ օրինակով ստեղծվում է Պաշտպանական ազգային հետազոտական համալսարան

ՀՀ պաշտպանության նախարարության նախաձեռնությամբ ստեղծվում է Պաշտպանական ազգային հե­տա­զոտական համալսա­րան` ՀՀ ՊՆ ազգային ռազմավարական հետազոտությունների ինստիտուտի  (ԱՌՀԻ) հիման վրա: Արմենպրեսի հաղորդմամբ`  «Պաշտպանական ազգային հետազոտական համալսարան» պետական հիմնարկ ստեղծելու որոշման նախագիծն ընդգրկված է ՀՀ կառավարության դեկտեմբերի 24-ի նիստի օրակարգում:

«Միջգերատեսչական ձևաչափով կրթական ծրագրերի իրականացմամբ պաշտ­պա­նական-անվտանգային համակարգի ղեկավար կադրերի պատրաստումը և պե­տո­ւ­­թյան ռազմաքաղաքական ղեկավարության համար պաշտպանական անվտան­գային ոլոր­տում հետազոտությունների իրականացումը` գնահատումների և առա­ջար­­կությունների ներկայացմամբ, էական նշանակություն ունեն պետության ան­վտան­­գության ապահով­մանն ուղղված համապետական քաղաքականության արդ­յու­­նավետության մակար­դա­կի բարձրացման տեսանկյունից: Այս խնդրի լուծ­մանն է միտված ՀՀ Պ Ն ազգային ռազ­մա­վարական հետազոտությունների ինստի­տու­տի  (ԱՌՀԻ) հիման վրա ՀՀ ՊՆ ՊԱՀՀ-ի ստեղծման ծրագիրը»,- ասված է հիմնավորման մեջ:

Ակնկալվում է, որ համալսարանի միջոցով  որի միջո­ցով հնա­րավոր կլինի իրականացնել բարձրագույն մագիստրոսական և լրացուցիչ կրթութ­յան ծրագ­­­րեր և միասնական գի­տելիքի ու փոխ­հա­մա­ձայ­նեցված մաս­նա­գիտա­կան գոր­­­ծու­նեու­թյան հիման վրա համախմբել ՀՀ ԶՈՒ-ի Գերագույն գլխա­վոր հրամանատարի շուրջ բարձրա­գույն ղեկավար կազմը, պաշտպանական-անվտանգային ոլորտում ռազմավարական հետա­զո­­տու­թ­­յուն­ների կատարմամբ ապահովել տվայլ ոլորտում ռազմավարա­կան որո­շում­ների ըն­դուն­ման գիտակա ն հենքը, պատրաստել ՀՀ պաշտպանական-անվտանգային համակարգի հա­մար գի­տա­կան կադրեր:

«Պաշտպանական ազգային հե­տա­զոտական համալ­սա­րան» պետական հիմնարկին ֆինանսական ճկունություն ընձեռելու համար կստեղծվի նաև համալսարանի հիմնադրամ:  Այս մոդելը վերցված է ԱՄՆ «Պաշտպանական ազգային համալ­սա­րանի» և նրա հիմնադրամի օրինակից: Հիմնադրամը հնարավորություն կտա համալսարանական հիմնախնդիրները, որոնք հնարավոր չէ լուծել պետբյուջեից հատկացված միջոցներից, լուծել հիմնադրամին կատարվող բարեգործությունների հաշին:

Համալսարանի ստեղծման գաղափարը 2004-2014թթ. ընթացքում քննարկումներ է անցել ՀՀ և ԱՄՆ-ի առաջատար գիտա­կրթական ու պետական հաստատություններում, մաս­նա­վո­րապես` ԱՄՆ-ի Պաշտպանական ազգային համալսարանի Ռազմա­վարական կիրա­ռա­կան ուսուցման կենտրոնում, Տեխնոլոգիաների և ազգային ան­վտան­գության քա­ղա­քա­կանության կենտրոնում, Միջազգային անվտան­գա­յին հարաբե­րություն­նե­րի քոլեջում, Հարվարդի համալսարանում, Դիվանագիտության և իրավունքի Ֆլետչերի դպրոցում, ՀՀ ԿԳՆ Գիտության պետական կոմիտեում, ՀՀ Մասնագիտական կրթու­թ յ­ան որակի ապա­հով­ման ազգային կենտ­րո­նում:
