2015 թվականի դեկտեմբերի 21-ին ավարտվեց Սևծովյան ավազանի 7 երկրների համագործակցությամբ իրականացվող «Կատարելություն հանրային հատվածում» համատեղ ծրագիրը, որը մեկնարկել էր 2013 թվականին:

Ծրագրի նպատակն էր նպաստել համապատասխան երկրներում Ընդհանուր գնահատման համակարգ (ԸԳՀ) մոդելի տեղայնացմանը, ներկայացնել դրա մեթոդոլոգիան, կիրառման ընթացակարգը և առավելությունները: ԸԳՀ-ն Եվրոպայի հանրային կառավարման ոլորտի կազմակերպություններին աջակցելու նպատակով ստեղծված մատչելի գործիք է, որի նպատակն է պետական մարմինների վարչարարական կարողությունների ընդլայնման միջոցով բարելավել քաղաքացիներին մատուցվող ծառայությունների որակը, ինչպես նաև ծրագրի շրջանակում համագործակցող երկրներում բարձրացնել ազգային և տարածաշրջանային զարգացման քաղաքականության արդյունավետությունը: ՀՀ քաղաքացիական ծառայության խորհուրդը գնահատման նոր մոդելի փորձնական կիրառումն իրականացրել է իր աշխատակազմում՝ նախապես այդ նպատակով ստեղծելով աշխատանքային թիմ և իրականացնելով վերջինիս անդամների վերապատրաստումը:

Ծրագրի շրջանակում գործընկերներ կազմակերպությունների միջև կազմակերպվել են հանդիպումներ, վերապատրաստողների վերապատրաստման դասընթացներ, փորձի փոխանակման նպատակով ուսումնական այցեր: 2015 թվականի դեկտեմբերի 11-12-ին Քիշնևում (Մոլդովա) կայացել է սույն ծրագրի արդյունքներն ամփոփող միջազգային համաժողովը, որտեղ մասնակից երկրների պատվիրակները հանդես են եկել իրականացրած աշխատանքների վերաբերյալ տեսահաշվետվություններով: Քննարկվել են նաև հետագա համագործակցությանը վերաբերող հարցեր:

Դեկտեմբերի 11-ին Ծրագրի մասնակիցները ստորագրեցին հայաստանյան գործընկերոջ՝ ՀՀ քաղաքացիական ծառայության խորհրդի կողմից նախապատրաստած Կայուն համագործակցության ցանց ստեղծելու վերաբերյալ փոխըմբռնման հուշագիրը և դրանից բխող միջոցառումների ծրագիրը: Առաջարկվել է ընդլայնել համագործակցության շրջանակը և ծրագիրը դարձնել շարունակական:

Ծրագրի լավագույն արդյունքներից մեկն այն էր, որ ՀՀ քաղաքացիական ծառայության խորհուրդը ս.թ. մայիսին դարձավ Մաաստրիխտում տեղակայված Եվրոպայի հանրային կառավարման ինստիտուտի CAF ռեսուրս կենտրոնի Հայաստանի ազգային թղթակիցը, ինչը նոր նախադրյալներ է ստեղծում պետական ծառայության որակի գնահատման ժամանակակից տեխնոլոգիաները Հայաստանում տեղայնացնելու համար:

«Կատարելություն հանրային հատվածում» ծրագրի դրամաշնորհառուն Հունաստանի Պագեյոյի քաղաքապետարանն է, գործընկերներն են ՀՀ քաղաքացիական ծառայության խորհուրդը, Բուլղարիայի Համագործակցության և զարգացման տարածաշրջանային գործակալությունը, Ռումինիայի Աջիջայի համայնքը, Մոլդովայի Հանրապետության նախագահի գրասենյակին կից Հանրային կառավարման ակադեմիայի շրջանավարտների ասոցիացիան և Չոկանայի տարածքային գրասենյակը, Ուկրաինայի «Ստորին Դանուբի եվրատարածաշրջան» անդրսահմանային համագործակցության գործակալությունը և Թուրքիայի Շիլեի քաղաքապետարանը:
