«Վարչական իրավախախտումների մասին» ՀՀ օրենքում և հարակից օրենքներում կատարված փոփոխություններով տրանսպորտային միջոցի դիմապակու թաղանթապատված լինելու համար նախատեսված տուգանքը նվազեցվել է: Միևնույն ժամանակ,  ավելացվել է, որ ուղղակիորեն պատասխանատվություն է սահմանվում այն դեպքերի համար, երբ դիմապակին թաղանթապատված է՝ անկախ  լուսաթափանցելիության չափից: Այս մասին դեկտեմբերի 12-ին լրագրողների հետ հ անդիպմանն ասաց ՀՀ ճանապարհային ոստիկանության իրավաբանական վարչության պետ Արմեն Չիլինգարյանը: 

«Սահմանված տուգանքը 50 հազար դրամից նվազեցվել է, և վարորդները տրանսպորտային միջոցի դիմապակու թաղանթապատված լինելու համար կվճարեն 30 հազար դրամ տուգանք: Սակայն դիմապակու թաղանթապատված լինելու դեպքում սահմանվում է ուղղակի պատասխանատվություն: Այս դեպքում կապ չունի, թե որքան կլինի լուսաթափանցելիությունը: Մենք արդեն հայտարարություն տարածել ենք և ևս մեկ անգամ հորդորում ենք վերացնել նման իրավախախտման հատկանիշները՝ դիմապակին ազատել թաղա նթից»,- հաղորդմամբ՝ նշեց Չինլինգարյանը:

Անդրադառնալով խոսակցություններին, թե դիմապակու թաղանթը կարող է լինել գործարանային արտադրության՝ Չիլինգարյանը վստահեցրեց, որ գործարանային որևէ դիմապակի չի կարող ունենալ արտաքին թաղանք:

«Գործարանային արտադրության դիմապակիները ունեն ներքին թաղանթներ, որոնք համապատասխանում են սահմանված չափանիշներին և ունեն թույլատրելի լուսաթափանցելիություն: Որևէ գործարան արտաքին թաղանթով դիմապակի չի արտադրում»,- հավելեց ՀՀ ՃՈ իրավաբանական վարչության պետը:

Նա նաև հայտնեց, որ նոր օրենքով վարորդները կարող են ազատվել դիմապակու թաղանթապատված լինելու համար սահմանված պատասխանատվությունից, եթե տեղում վերացնեն իրավախախտման հատկանիշները: «Օրինակ, եթե ճանապարհային ոստիկանը կանգնեցրել է տրանսպորտային միջոցը՝ դիմապակու թաղանթապատված լինելու համար, ապա վարորդը կարող է ազատվել պատասխանատվությունից, եթե տեղում պոկի թաղանթը: Սա վերաբերում է ոչ միայն այս մի իրավախախտմանը, այլ բոլոր այն դեպքերին, երբ վարորդը հնարավորություն ունի տեղում վերացնել խախտման հատկանիշները»,- մանրամասնեց Արմեն Չիլինգարյանը:
