Հայաստանի Հանրապետության կառավարությունը, որպես իր գործունեության գերակայություն, հռչակել է Հայաստանի Հանրապետության քաղաքացուն, նրա ազատության երաշխավորումը, անվտանգության և բարեկեցության բարձրացման ապահովումը: Կառավարության ջանքերն առավելապես ուղղվելու են հայի ստեղծագործ աշխատանքով հայրենիքում իր ապագան կերտելուն: «Հայաստան-Սփյուռք» հինգերորդ համաժողովի բացմանն այդ մասին հայտարարեց ՀՀ վարչ ապետ Հովիկ Աբրահամյանը: «Հայրենիքը յուրաքանչյուր հայի համար պետք է դառնա ապահով հանգրվան և սեփական կարողությունների, աշխարհի տարբեր ծագերում կուտակած փորձի ու գիտելիքների առավելագույնս դրսևորման հնարավորության երկիր: Հայաստանի Հանրապետությունը յուրաքանչյուրի համար պետք է դառնա արժանավայել կյանքով ապրելու հնարավորությունների երկիր: Այսօր Հայաստանի կառավարությունը հստակ քայլեր է իրականացնում երկրում սոցիալ-տնտեսական վերելքի ապահովման ուղղությամբ: Մենք իրականացնում ենք քաղաքականություն, որի նպատակն է ապահովել հավասար պայմ աններ բոլորի համար: Օտարերկրյա ընկերություն­ները պետք է իրենց հարմարավետ և ապահով զգան Հայաստա­նում: Մենք տալիս ենք դրա երաշխիքը»,- «Արմենպրես»-ի փոխանցմամբ՝ ասաց Աբրահամյանը:

ՀՀ կառավարության ղեկավարի խոսքով՝ Հայաստանի զարգացմանը, տնտեսության առաջընթացին միտված գործնական առաջարկներն աչքաթող չեն արվի: Կառավարությունը որդեգրել է ներդրումային ծրագրերի իրականացման բաց քաղաքականություն և պատրաստ է աջակցել յուրաքանչյուր նման նախաձեռնության: Հովիկ Աբրահամյանի դիտարկմամբ՝ վաղուց հասունացել է բարեգործությունից դեպի փոխշահավետ գործընկերության անցնելու ժամանակը: Այս համատեքստում վարչապետն իր երախտագիտության խոսքն ուղղեց բոլոր այն մեծանուն բարերարներին և հայտնի գործարարներին, ովքեր իրենց ջանասիրությամբ և Հայրենիքի նկատմամբ մեծ նվիրմամբ զգալիորեն նպաստել են Հայաստանի և Արցախի տնտեսական վերելքին ու պետականության ամրապնդմանը: Աբրահամյանի խոսքով՝ նման ազգային գործիչների կերպարը ոգեշնչող պետք է լինի աշխարհասփյուռ մեր հայրենակիցների և, հատկապես, երիտասարդների համար:

Երևանում մեկնարկած «Հայաստան-Սփյուռք» հինգերորդ համաժողովի բացմանը ներկա էին Լեռնային Ղարաբաղի Հանրապետության նախագահ Բակո Սահակյանը, Ն.Ս.Օ.Տ.Տ.
