ՀՀ հատուկ քննչական ծառայությունում քննվող քրեական գործի նախաքննությամբ հիմնավորվել է, որՀՀ Սահմանադրության փոփոխությունների հանրաքվեի օրը՝ 2015 թվականի դեկտեմբերի 6-ին, թիվ 5/28 տեղամասում ՀՀԿ վստահված անձ Արթուր Խուրշուդյանն իր դիտավորյալ գործողություններով խոչընդոտել է «hetq.am» կայքի ներկայացուցչի՝ Դիանա Ղազարյանի, ՀՀ Սահմանադրության փոփոխությունների հանրաքվեի ընթացքը լուսաբանելու լիազորությունների ազատ իրականացմանը.տեղեկացնում է ՀՀ հատուկ քննչական ծառայության լրատվական ծառայությունը։

Մասնավորապես՝ 2015 թվականի դեկտեմբերի  6-ին՝ ժամը 14:25-ին, ՀՀԿ վստահված անձ Արթուր Խուրշուդյանը, ներս է մտել Երևան քաղաքի Բաղրամյան 76 հասցեում գործող թիվ 5/28 տեղամաս և զանգվածային լրատվության միջոցի  ներկայացուցչի լիազորությունների իրականացմանը խոչընդոտելու դիտավորությամբ, մոտենալով «hetq.am» էլեկտրոնային կայքի խմբագրության հանձնարարությամբ հանրաքվեի ընթացքը լուսաբանող լրագրող Դիանա Ղազարյանին՝ պահանջել է դադարեցնել նկարահանումները, նյութերի նախապատրաստումը և հեռանալ տեղամասից, սակայնվերջինս շարունակել է իր լրագրողական գործունեությունը: Այնուհետև Ա. Խուրշուդյանը վերցրել է Դ.Ղազարյանի դյուրակիր համակարգիչն ու դուրս եկել տեղամասից՝ իր դիտավորյալ գործողություններով խոչընդոտելով վերջինիս կողմից ՀՀ Սահմանադրության փոփոխությունների հանրաքվեի ընթացքը լուսաբանելու նրա լիազորությունների ազատ իրականացմանը:

Ա. Խուրշուդյանին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 149-րդ հոդվածի 1-ին մասով:

Ավարտվել է քրեական գործի նախաքննությունը և մեղադրական եզրակացությամբ հանձնվելդատավարական հսկողություն իրականացնող դատախազին՝ այն հաստատելու և դատարանուղարկելու համար:
