Կրթության որակի շարունակական ապահովման գործընթացում հաջորդ քայլը ծրագրային հավատարմագրումն է:

Այս մասին նշել է «Մասնագիտական կրթության որակի ապահովման ազգային կենտրոն»-ի տնօրեն Ռուբեն Թոփչյանն ինստիտուցիոնալ հավատարմագրում ստացած բուհերի պրոռեկտորների և որակի ապահովման կենտրոնների ղեկավարների հետ հանդիպմանը:

Ինչպես տեղեկացրեցին կենտրոնի հասարակության հետ կապերի բաժնից, Ռուբեն Թոփչյանի խոսքով, կենտրոնը քննարկումների միջոցով ցանկանում է ապահովել  ինստիտուցիոնալ հավատարմագրումից հետո ծրագրային հավատարմագրումների  փուլին անցնելու հայաստանյան բուհերի  համար կիրառելի և արդյունավետ ընթացակարգ:

Բուհերի ներկայացուցիչները կարևորել են ինստիտուցիոնալ հավատարմագրումը` նշելով, որ գործընթացը նպաստել է իրենց կառավարման խնդիրների վերհանմանը և ճիշտ հասցեագրմանը, ինչի արդյունքում նաև ռազմավարական ծրագրերն են արդիականացվել ու ավելի նպատակային դարձել:

Ծրագրային հավատարմագրման առումով  նշվել է, որ կարճ ժամանակահատվածում բոլոր մասնագիտությունների առանձին-առանձին հավատարմագրումը ծախսատար է ու ոչ իրատեսական, հատկապես մի քանի տասնյակ կրթական ծրագիր ունեցող խոշոր բուհերի համար:

Քննարկման ընթացքում գործընթացի կազմակերպման երկու նախնական մոտեցում մշակվեց: Բուհերի մի մասը կողմ է, որ յուրաքանչյուր բարձրագույն ուսումնական հաստատություն իր նախընտրելի հերթականությամբ  ծրագրային հավատարմագրման գործընթացն անցնի` նման մասնագիտության կրթական ծրագրերն  ըստ ոլորտների խմբավորելով: Բուհերի մյուս  մասն էլ կողմնակից է, որ ծրագրային հավատարմագրման քաղաքականությունը հստակ սահմանվի պետական մակարդակով, և պետությունը յուրաքանչյուր տարվա համար ոլորտային առաջնահերթություն սահմանի: Այս պարագայում այդ մասնագիտություններով ուսուցում կազմակերպող բոլոր բուհերը, խմբավորելով նման մասնագիտության կրթական ծրագրերը,  տվյալ տարվա ընթացքում ծրագրային հավատարմագրում կանցնեն: Այսպես  հնարավոր կլինի նաև համեմատական վերլուծություն իրականացնել` հասկանալով յուրաքանչյուր մասնագիտական ոլորտի ուժեղ և թույլ կողմերը:

Քննարկման արդյունքում պայմանավորվածություն ձեռք բերվեց, որ բուհերն առաջիկայում կենտրոնին ներկայացնեն մասնագիտության կրթական ծրագրերի խմբավորման իրենց մոտեցումները`գործընթացի` երկրի համար ընդունելի ու կիրառելի մեխանիզմներ սահմանելուհամար:
