Սերժ Սարգսյանի ելույթի և նոր կադրային քաղաքականության մասին

Նարեկ Սամսոնյանը ֆեյսբուքյան իր էջում գրում է.

Սերժ Սարգսյանի ելույթին գնահատական տալուց առաջ հարկ եմ համարում նախ և առաջ հաշվի առնել դրան անմիջապես նախորդած նշանակումը։ Ըստ էության, հայտնի ելույթին ընդառաջ Սերժ Սարգսյանն առաջին գործնական քայլը կատարեց։ Նախ, ԱԱԾ նորանշանակ պետ նշանակեց այդ համակարգի հետ երբևէ առնչություն չունեցած երիտասարդի, ապա հանդես եկավ ծրագրային ելույթով։ Անկախ ներկայումս դաշտում առկա կարծիքների բազմազանությանը, Սարգսյանի ելույթը մի քանի հստակ ուղերձներ ուներ, որոնք չնկատելն անհնար է։ Այն հանգամանքը, որ արդեն վաղուց քաղաքական գործընթացները որևէ ձևով դրական ազդեցություն չեն ունենում հասարակության վրա, նույնիսկ քննարկման ենթակա չէ։ Ուստի, Սարգսյանի այս ելույթը ևս, ինչպես Ազատության հրապարակում երկար տարիներ տեղի ունեցող տարատեսակ «հեղափոխություները», միայն ներքին սպառման համար են։ Հաշվի առնելով, որ իշխանությունն ըստ էության առանց որևէ իրական այլընտրանքի և փոփոխված սահմանադրությամբ ընթանում է դեպի խորհրդարանական ընտրություններ, նմանատիպ ելույթը սպասելի էր։ 

Հայտնի ելույթով Սերժ Սարգսյանն արձանագրեց, որ նախ և առաջ այսօր քաղաքական դաշտում գոյություն ունի միայն մեկ որոշող և այդ որոշողը ոչ թե Մելիք Ադամյանում հանգրվանած քաղաքական ուժն է, այլ հենց ինքը՝ Սերժ Սարգսյանը։ Ընդհանրապես, Սարգսյանի ելույթը ոչ թե հեռացող, այլ բավականին երկարաժամկետ քաղաքական ծրագրեր ունեցող գործչի ելույթ էր։ Ելույթի ընթացքում Սարգսյանն, ըստ էության, ազդարարեց քաղաքական խաղի կանոնների հավանական փոփոխության մասին, որն ուղղակի անխուսափելի է դառնում փոփոխված սահմանադրության և երկրի ներսում տիրող սոցիալ-տնտեսական իրավիճակի համատեքստում։ Ըստ էության, այդպիսով Սերժ Սարգսյանը փորձ է կատարում գնալ համակարգի բյուրեղացման ճանապարհով, որի ընթացքում նրան այլևս այս կամ այն չափով պետք չեն գալու մինչ այս իշխանական համակարգում գոծունեություն ծավալած գործիչները։ Իսկ ելույթին նախորդած նշանակմամբ Սարգսյանն ապացուցեց, որ իշխանությունը նոր և իշխանական համակարգում դեռևս «չփչացած» կադրերի պակաս չունի։

Քաղաքական խաղի կանոնների փոփոխությամբ իշխանական դաշտում տեղի են ունենալու զգալի վերադասավորումներ, իսկ թե արդյունքում ով ինչքան «կստանա» ժամանակի և ունեցած հնարավոր ներդրումների հարց է։ Սերժ Սարգսյանն իր ելույթով յուրահատուկ ուղերձ հղեց նաև իր ազդեցությունից դուրս ուժերին, որն առավել մատչելի ձևակերպումով հետևալն էր «Դուք խոսեք իշխանափոխության մասին, իսկ ես ցույց կտամ, թե դա ինչպես են անում»։ 

Հ.Գ. Ակնհայտ է, որ ծրագրային ելույթով սկիզբ դրված վերադասավորումների ընթացքում Սերժ Սարգսյանը չի կարողանալու ամբողջությամբ հաշվի չնստել իշխանական համակարգի հնաբնակների և հատկապես օլիգարխների հետ, սակայն թե ինչպիսի հնարավոր զարգացումներ կլինեն այդ համատեքստում ցույց կտա ժամանակը։
