Անցյալ տարվա հոկտեմբերին եւ նոյեմբերին ազգային անվտանգության եւ կապի ու բարձր տեխնոլոգիաների նախարարների ամոթալի պաշտոնանկությունից հետո Ադրբեջանի նախագահ Իլհամ Ալիեւի օրակարգում հայտնվել է իշխանության թիմի նորացման հարցը:

Ինչպես հաղորդում է «Արմենպրես»-ը` վկայակոչելով minval.az կայքը, Ալիեւը սկսել է խոսել իշխանության թիմը «մաքրելու» եւ «առաջիկա շատ դժվար ժամանակաշրջանի պահանջներին պատասխանող» երիտասարդ կադրերին առաջ տանելու մասին:

Ըստ կայքի` Ալիեւը խոստովանել է, որ իր թիմի «երիտասարդացման» համար անհրաժեշտ կադրային բազա չի ձեւավորել եւ կանգնած է «կադրերի դեֆիցիտի» առաջ:

Արտասահմանում սովորելուց հետո բազմաթիվ գրագետ կադրեր, գիտակցելով, որ չեն կարող պաշտոն ստանալ կռումպացված եւ «խնամիական» սկզբունքով գործող Ադրբեջանում, որոշել են չվերադառնալ:

Հետնավթային ճգնաժամից դուրս գալու ճիգեր գործադրող Ալիեւն վերջին ամիսներին իր ելույթներում հաճախ է խոսում արտասահմանում կթություն ստացած, մի քանի օտար լեզուների տիրապետող եւ վերջին տեխնոլոգիաները յուրացրած երիտասարդ կադրերին առաջ տանելու մասին, ինչից կարելի է ենթադրել, որ մոտ ժամանակում նա կփորձի ազատվել իր հոր` Հեյդար Ալիեւի նախագահության ժամանակաշրջանից մինչ այժմ պաշտոններին կառչած կադրերից:

Կայքին հասած տեղեկություններով` ադրբեջանական իշխանությունները «կադրերի բանկ» ձեւավորելու գործընթաց են սկսել: Ալիեւյան ռեժիմը սկսել է արտասահմանից վերադարձնել դիվանագիտության, էկոնոմիկայի, մենեջմենթի, կրթության եւ այլ ոլորտներում հաջողությամբ գործող երիտասարդ կադրերին: Որոշվել է սկզբում նախարարություններում եւ պետկոմիտեներում նրանց նշանակել ոչ բարձր պաշտոնների` խոստանալով ապագայում դարձնել փոխնախարարներ, վարչությունների ղեկավարներ եւ անգամ նախարարներ:

Ըստ ներիշխանական աղբյուրի` Ալիեւը հանձնարարել է վերահսկել այդ կադրերին, որպեսզի նրանք չներգրավվեն ներիշխանական խմբավորումների մեջ: Բացի այդ, Ալիեւը մտադիր է սահմանել իշխանության թիմի տարիքային շեմ եւս:

Կայքը գրում է, որ Ադրբեջանում իշխանության թիմը շատ «ծեր» է ոչ միայն Արեւմուտքի, այլ նաեւ հետխորհրդային շատ երկրների հետ համեմատ:

«Ինչպես երեւում է նախագահի ելույթներից, հետնավթային ժամանակաշրջանն ավելի քրթնաջան աշխատանք է պահանջում», -ամփոփում է կայքը:
