Արդեն մի քանի շաբաթ է` Ադրբեջանի եւ ԱՄՆ-ի ներկայացուցիչները Վաշինգտոնում գաղտնի հանդիպումներ են անցկացնում, որտեղ քննարկում են լարված հարաբերությունները կարգավորելու երկու երկրների ցանկությունները:

Այս մասին, ինչպես հաղորդում է «Արմենպրես»-ը, հայտնում է minval.az լրատվական կայքը` հղում կատարելով արեւմտյան հուսալի դիվանագիտական աղբյուրներին: Նշվում է, որ կողմերը ցանկանում են քննարկվող հարցերը համաձայնեցնել մինչեւ ապրիլին Նյու Յորքում միջուկային գագաթաժողովի անցկացումը, որին պետք է մասնակցի նաեւ Ադրբեջանի նախագահ Իլհամ Ալիեւը:

Ըստ կայքի` ԱՄՆ-ի կողմից պատրաստված փաթեթով Վաշինգտոնը ցանկանում է, որպեսզի Ադրբեջանում ազատ արձակվեն բոլոր քաղաքական բանտարկյալները եւ վերականգնվի Բաքվում ԱՄՆ-ի ազգային ժողովրդավարական ինստիտուտի եւ հանրապետականների ինստիտուտի գործունեությունը: Բացի այդ, ԱՄՆ-ը մտադիր է հավասար աստիճանով անվտանգություն ապահովել Կասպից ծովում եւ մեծացնել Աֆղանստան ռազմական նշանակության բեռներ հասցնելու համար աջակցությունը: Քննարկվում է նաեւ Ադրբեջանում ԱՄՆ-ի ռազմական կոնտինգենտից սահմանափակ թվով քաղաքացիական անձանց տեղեկայելու հարցը:

Կայքը գրում է, որ իր հերթին, Ադրբեջանը Վաշինգտոնի առաջ որոշ պայմաններ է դնում` սկսած Լեռնային Ղարաբաղի ֆինանսավորման դադարեցումից մինչեւ ԱՄՆ-ում որոշ հակաադրբեջանական շրջանակների գործունեությունը վերահսկողության տակ վերցնելը:

«Ադրբեջանական կողմը դեռեւս քննարկում է այդ առաջարկները: Բայց քննարկման համար ժամանակը սահմանափակ է, որովհետեւ որոշումը պետք է ընդունվի մինչեւ Ալիեւի Նյու Յորք այցը», -նշել է աղբյուրը` հավելելով, որ եթե այդ ժամանակ նախագահներ Բարաք Օբամայի եւ Ալիեւի միջեւ դեմ առ դեմ հանդիպում տեղի չունենա, դա կնշանակի, որ կողմերը պայմանավորվածության չեն եկել:

Աղբյուրը նշել է, որ Ադրբեջանի եւ ԱՄՆ-ի միջեւ հարաբերությունների նորմալացման հնարավորությունը ներկայում խիստ փխրուն է. ադրբեջանական իշխանության օգտին Վաշինգտոնում լոբբիստական գործունեություն ծավալողները եւ հակադրբեջանական խումբը գտնվում են պատերազմի սահմանին: Այսպես, ԱՄՆ-ի Պետքարտուղարությունը, մինիստրության ենթակա Ժողովրդավարական հետազոտությունների եւ մարդու իրավունքների գրասենյակը (ԺՀՄԻԳ), Կոնգրեսի մի մասը եւ որոշ միջազգային կազմակերպություններ պաշտպանում են պաշտոնական Բաքվի դեմ Քրիստոֆեր Սմիթի կողմից պատրաստված պատժամիջ ոցներ նախագիծը, ինչի իրականցման համար ճնշում է գործադրվում Սպիտակ տան եւ Կոնգրեսի վրա: Բայց Պենտագոնն ու ԱՄՆ-ի էներգետիկայի նախարարությունը դեմ են օրինագծին, նրանք ջանում են տարհամոզել Կոնգրեսին եւ Սպիտակ տանը:

Կայքը հայտնում է, որ հնարավոր է` Վաշինգտոնում բանակցություններից հետո Բաքվի հետ պայմանավորվածություն ձեռք բերվի, քանի որ նավթի գների խիստ գնանկման պատճառով ֆինանսա-տնտեսական պայմանները վատացած Ադրբեջանի իշխանության համար խիստ անցանկալի է ԱՄՆ-ի Կոնգրեսում այդ օրինագծի քննարկումը եւ հնարավոր ընդունումը:
