Ինչպիսի՞ տնտեսական աճ կունենանք այս տարի. ՀԲ եւ ՀՀ կանխատեսումները միմյանց մոտ են

Համաշխարհային բանկը 2016-ին Հայաստանի համար կանխատեսում է 2,5 տոկոս տնտեսական աճ: Այս մասին նշվում է ՀԲ ամենամսյա տեղեկագրում Հայաստանի տնտեսական կացությանն այս միջազգային ֆինանսական կառույցի անդրադարձում: Ըստ Համաշխարհային բանկի, արտաքին պայմանների վատթարացման, մասնավորապես՝ Ռուսաստանի տնտեսական անկման համատեքստում, ՀՆԱ աճը 2015-ին դանդաղել է մինչև 3 տոկոս:

Հետաքրքրական է, որ անցյալ տարեսկզբին Համաշխարհային բանկը Հայաստանի համար 0,8 տոկոս տնտեսական աճ էր կանխատեսում, իսկ արդյունքում այն կազմեց 3 տոկոս: Այդուհանդերձ, խոսելով տնտեսական աճի դանդաղելու մասին, ՀԲ նկատի ունի համեմատությունը 2012-2014 թվականների ցուցանիշների հետ:

Միաժամանակ, պարզաբանելով կանխատեսվածից ավելի բարձր տնտեսական աճի ցուցանիշը, բանկը նշում է, որ չնայած դեպի Ռուսաստան արտահանումների և Ռուսաստանից ստացվող դրամական փոխանցումների ծավալների կրճատմանը, ակնկալվածից ավելի աճը պայմանավորված էր “մեկանգամյա գործոնների ազդեցությամբ”՝ բերքառատ գյուղատնտեսական տարով ու նոր պղնձահանքի գործարկմամբ: Անցյալ տարվա կանխատեսման հետ զուգահեռներ անցկացնելով, հարկ է նշել, որ այս անգամ Համաշխարհային բանկն ավելի օբյեկտիվ եւ ամբողջական է մոտեցել հարցին:

Անցյալ տարվա կանխատեսումների մասին խոսելով, հիշեցնենք, որ Հայաստանի կառավարությունը պետբյուջեի հիմքում դրել էր 4,1 տոկոս տնտեսական աճի ցուցանիշը, իսկ հոռետեսական կանխատեսումների վերաբերյալ հարցերին կառավարության ներկայացուցիչները պատասխանում էին, որ տնտեսական աճը կլինի 2-3 տոկոսի շրջակայքում եւ բյուջեն վերանայելու հիմքեր չկան: Այս տարի կառավարությունն ավելի զգուշավոր է եւ ՀՀ 2016-ի պետբյուջեւոմ հիմք է ընդունել 2,2 տոկոս տնտեսական աճի ցուցանիշը: Այս անգամ էլ ավելի լավատեսական է ՀԲ կանխատեսումը: Ամեն դեպքում այս տարվա կանխատեսումներն առանձնանում են նրանով, որ միմյանց մոտ թվեր են նշվում՝ ի տարբերություն անցյալ տարվա:

Որքա՞ն կլինի իրականում տնտեսական աճը, կախված է կլինի այն գործոններից, որոնք բոլորին հայտնի են եւ որոնց անդրադառնում են բոլոր կանխատեսումներում: Աշխարհաքաղաքական կացությունը եւ Ռուսաստանի տնտեսական ցուցանիշները կարող են մեր տնտեսական աճի ցուցանիշը առաջ կամ հետ մղել: Կոնկրետ նաեւ այս գործոնի ազդեցությամբ, այս տարվա՝ 2016-ի հունվարին արդեն դրական տեղաշարժ է արձանագրվել՝ տնտեսական ակտիվության աճի ավելացում 5,5 տոկոսով, արդյունաբերական արտադրանքի ավելացում 15,7 տոկոսով, արտահանման ավելացում 5,6 տոկոսով: Ըստ վիճակագրական ցուցանիշների, հունվարին հենց դեպի Ռուսաստան արտահանումն ավելացել է 82,2 տոկոսով, իսկ արտահանման ծավալում էապես ավելացել է պատրաստի արտադրանքի ծավալը՝ սննդամթերքինը՝ 19,3 տոկոսով մանածագործական իրերինը՝ 2,7 անգամ, թանկարժեք և կիսաթանկարժեք քարեր, թանկարժեք մետաղներ և դրանցից իրերինը՝ 50,1 տոկոսով եւ այլն:

Եթե այս ցուցանիշները վերածվեն միտումի, ապա կարելի է ակնկալել, որ այս տարվա տնտեսական աճի ցուցանիշը նույնպես կարող է ավելին լինել, քան կանխատեսվում է եւ դա կապված չի լինի “մեկանգամյա գործոնների ազդեցությամբ”:
