Ադրբեջանի միջնորդությամբ ամերիկյան մամուլում տեղ գտած հակահայկական շեշտադրումներով հրապարակումները տեղավորվում են Բաքվի վերջին շրջանում որդեգրած քաղաքականության մեջ: Այն է` տարբեր հարթակներում Հայաստանին ներկայացնել բացասական լույսի ներքո: Այս մասին Արմենպրեսի մամուլի սրահում հրավիրված ասուլիսին նշեց քաղաքագետ Հրանտ Մելիք-Շահնազարյանը:  Ըստ նրա` դա բացատրվում է ղարաբաղյան խնդրի կարգավորմանն ուղղված բանակցությունները չշարունակելու ցանկությամբ:

«Վերջին մեկ տարվա ընթացքում մենք տեսանք, որ Արդբեջանն ամեն ինչ արել է, որպեսզի բանակցային գործընթացը դադարի և հայ-ադրբեջանական հարաբերություններին վերաբերող առանձին հարցեր միջազգային տարբեր կառույցներում դառնան քննարկումների առարկա: ԵԽԽՎ-ում շրջանառության մեջ դրեցին 2 հակահայկական բանաձևեր: Օգտագործելով փետրվարյան ժամանակահատվածը փորձում էին Խոջալուի դեպքերը ներկայացնել իբրև ցեղասպանություն: Դրանից բացի, փորձում են հայ-ռուսական հարաբերություններում վերջին շրջանում ձեռք բերված պայմանավորվածությունները ծառայեցնել Հայաստան –Արևմուտք հարաբերությունները փչացնելու համատեքստում: Եվ ամերիկյան մամուլում հրապարակված հոդվածների հիմնական նպատակներից մեկն էլ հենց դա է, որպեսզի ցույց տրվի, թե Հայաստանը տարածաշրջանում բացառապես համագործակցում է Ռուսաստանի հետ: Ադրբեջանը փորձում է այդ ճանապարհով դաշնակիցներ գտնել  Արևմուտքում իր քաղաքական դիրքն առաջ տանելու համար»,-ասաց քաղաքագետը:

Երկրորդ նպատակը հենց Ադրբեջանի հասարակությանը ցույց տալն է, որ Ադրբեջան- ԱՄՆ հարաբերություններում որոշակի ջերմացում է սկսվել, ԱՄՆ-ի կողմից էլ պաշտոնական Բաքվի նկատմամբ լոյալ վերաբերմունք կա: Ըստ քաղաքագետի` սա նախապատրաստական փուլ է Ադրբեջանի նախագահ Իլհամ Ալիևի` ԱՄՆ սպասվող այցին ընդառաջ: Ահա փորձ է արվում այս ժամանակահատվածն օգտագործել հասարակական տրամադրություններ ստեղծելու համար ` ցույց տալով, որ Ադրբեջան-ԱՄՆ հարաբերություններում ամեն ինչ կարգին է:

Անդրադառնալով տեղեկատվական դաշտում Ադրբեջանի քաղաքականության նոր թեզերին, Հրանտ Մելիք-Շահնազարյանը ներկայացրեց Ադրբեջանի ԱԳՆ-ի նոր զեկույցը: Այդտեղ առաջ են քաշված թեզեր, որոնք , ըստ քաղաքագետի, առաջիկայում կլինեն Ադրբեջանի հակահայկական քարոզչության հիմքում: Խոսքը վերաբերում է Հայաստանի ազատգրած տարածքներին, այդտեղ հայկական ուժի ներկայությունից ստացված դիվիդենտներին: Զեկույցում կան մեղադրանքներ կապված այդ տարածքների բնության ռեսուրսների սպառման, օգտակար հանածոների արտահանման, տարածքների վերաբնակեցման հետ և այլն: Հրանտ Մելիք-Շ ահնազարյանը նշեց, որ Ադրբեջանի առաջիկա գործունեության ընթացքում այս թեզերը կդառանա քննարկման առարկա: Նպատակը դարձյալ բանակցային գործընթացը հիմնական ուղուց շեղելն է:
