Լեռնային Ղարաբաղի հիմնախնդրի կարգավորման գործընթացում կուլիսային աշխատանքների շրջան է: Արմենպրեսի մամուլի սրահում հրավիրված ասուլիսում նման դիտարկում արեց  քաղաքագետ Հրանտ Մելիք-Շահնազարյանը: «Չկա հստակ և բաց բանակցային գործընթաց, բայց կա նախապատրաստական կամ, այլ կերպ ասած, տնային աշխատանք կատ արելու ժամանակահատված: Հակամարտող կողմերից յուրաքանչյուրը և միջնորդներն իրենց հերթին փորձում են ինչ-որ իրավիճակային փոփոխությունների հասնել»,-ասաց քաղաքագետը: Ռուսաստանի դիրքորոշումը, քաղաքագետի բնորոշմամբ, վերջին մեկ ամսում բավական հետաքրքիր դրսևորում ստացավ: Սկզբում ռուսական մամուլն աշխարհին ցույց տվեց, որ Ադրբեջանը չունի բավարար ռեսուրսներ ձեռք բերված զենքերի դիմաց վճարումներ կատարելու համար: Դրանից բացի, խոսք գնաց Ռուսաստանից Հայաստանի ձեռք բերած նոր սպառազինության մասին, որն Ադրբեջանում դժգոհության պատճառ դարձավ:

«Ռուսաստանը մի կողմից փորձում է զենքի առևտրի միջոցով ուժեղացնել ազդեցությունը հակամարտող կողմերի վրա, մյուս կողմից էլ ակտիվացնել իր քաղաքականությունը Հարավային Կովկասում: Նախագահ Սերժ Սարգսյանի` Մոսկվա կատարվող աշխատանքային այցի ընթացքում քննարկվելու են ղարաբաղյան հակամարտությանը վերաբերող հարցեր: Կարծում եմ, որ Հայաստանի և Ռուսաստանի առաջնահերթությունն այս հարցերում համահունչ են և կողմերը շահագրգիռ են տարածաշրջանի խաղաղության հարցում»,-ասաց քաղաքագետը:

Անդրադառնալով Մինսկի խմբի ամերիկացի համանախագահ Ջեյմս Ուորլիքի այցին Վրաստան և այնտեղ ԼՂ հարցի քննարկմանը` Հրանտ Մելիք-Շահնազարյանը նշեց, որ փորձագիտական մակարդակի քննարկումներ են լինելու: «Մասնակիցները պայմանավորվել են հանդիպման մասին մանրամասներ չհրապարկել: Կարծում եմ` կմասնակցեն  փորձագետներ Հայաստանից, Ադրբեջանից, միջազգային կառույցներից: Կարելի է ենթադրել, որ ամերիկյան կողմը փորձում է նոր հարթակ ձևավորել իր քաղաքականությունը բնութագրող հաջողակ պատմություններ հավաքագրելու համար: Այսինքն` ամերիկյան կողմն ունենա հարթա կներ, որոնց մասնակցիներն ի տարբերություն քաղաքական լիդերների, կխոսեն, որ հնարավոր է ղարաբաղյան խնդրի վերաբերյալ ինչ-որ լուծումներ գտնել»,-հավելեց քաղաքագետը:
