Հաշմանդամություն ունեցող անձանց հնարավորությունները նոր ընտրական օրենսգրքով

 Հաշմանդամություն ունեցող անձանց՝  քաղաքական կյանքին մասնակցության հնարավորությունները պետք է ընդլայնվեն նոր ընտրական օրենսգրքի նախագծում: Նոր միջոցներ պետք է ձեռնարկվեն առաջարկվելիք փոփոխությունները նրանց հնարավորինս մատչելի ու հասկանալի դարձնելու: Այս մասին այսօր լրագրողների հետ հանդիպմանն ասաց «Հաշմանդամություն ունեցող անձանց շահերի պաշտպանության ազգայինդաշինք»-ի  միության նախագահ Զարուհի Բաթոյանը. «Հայաստանի Հանրապետությունը 2010 թվականին վավերացրել է հաշմանդամություն ունեցող անձանց իրավունքների կոնվենցիան, որը հատուկ հոդվածով սահմանում է այս մարդկանց մասնակցությունը քաղաքական և հասարակական կյանքին: Ամենակարևոր խնդիրներից մեկն ընտրողի իրավունքն է, խոսքը միայն տեղաշարժման դժվարություններ ունեցող անձանց մասին չէ, այլ նաև տեսողության և լսողության խնդիրներ ունեցողների»:

 Զարուհի Բաթոյանը նշեց, որ ընտրական գործընթացը միայն բուն ընտրության ընթացքը չէ, այն ընդգրկում է նաև քարոզարշավը: Ասյտեղ շատ կարևոր է նաև տեղեկատվության հասանելիությունը տարբեր խնդիրներ ունեցող անձանց համար: «Հենց այստեղից են սկսվում անմատչելիությունը և խտրականությունը, որովհետև, եթե մարդ տեսողության կամ լսողության հետ կապված խնդիրներ ունի, կամ դժվար է ընկալում բարդ տեքստերը, դրանք անհրաժեշտ է հասանելի և մատչելի դարձնել բոլորին»:

Ըստ բանախոսի՝ լրատվական հաղորդումները նույնպես մատչելի չեն նմանատիպ խնդիրներ ունեցող անձանց համար: «Հայաստանի հանրային հեռուստաընկերությունը հեռարձակում էր Ազգային ժողովի նիստերը, որոնց ընթացքում քննարկվում էր Սահմանադրության փոփոխությունների նախագիծը։ Առաջին ուղիղ եթերը հեռարձակվում էր առանց ժեստերի։ «Հաշմանդամություն ունեցող անձանց շահերի պաշտպանության ազգային դաշինքը» դիմեց Հանրային հեռուստաընկերությանը, և հաջորդ նիստն արդեն հեռարձակվում էր համաժամանակյա թարգմանությամբ։ Ես միայն այդ քայլն եմ հիշում, որն արվել էր՝ ապահովելու տեղեկատվության մատչելիությունը»:

Բաթոյանի խոսքով՝ հատկապես ընտրությունների ժամանակ ավելի հաճախ ու հեշտորեն ոտնահարվում են հաշմանդամների իրավունքները, մասնավորապես տեղաշարժման, լսողության, տեսողության խնդիրներ ունեցող մարդիկ լուրջ դժվարությունների են հանդիպում: «Միայն կոնվենցիան վավերացնելով՝ մենք չենք կարող ասել, որ փոփոխություն ենք արել, կամ որևէ ընտրական տեղամասի դիմաց թեքահարթակ կառուցելով՝ մենք չենք կարող համոզված լինել, որ ընտրական գործընթացը դարձրել ենք մատչելի»:

Փաստաբան Արաքս Մելքոնյանը նշեց, որ հաշմանդամները քաղաքական կյանքին մասնակցելու իրավունք ունեն: Ընտրական օրենսգիրքը նախատեսում  է հավասարության սկզբունքը: Երբ ասում ենք հաշմանդամ՝ հասկանում ենք ֆիզիկական անլիարժեքություն ունեցող անձ, հենաշարժական խնդիրներ ունեցող անհատ: «Նախընտրելի կլինի, որ ընտրական գործընթացներում ընդգրկվեն բոլորը: Սակայն շատ հաճախ ոտնահարվում են հաշմանդամների իրավունքները: Հարկավոր է միջոցներ ձեռնարկել նրանց հավասարության սկզբունքը պահպանելու համար: Նոր օրենսգրքով  նախատեսվում է շրջիկ արկղի միջոցով իրականացնել հաշմանդամություն ունեցող անձանց ընտրությունը, սակայն այս առաջարկը դեռ քննարկման փուլում է»,- ամփոփեց Մելքոնյանը:
