Օգոստոսին սահմանային «վոյաժներից» եւ բուռն ֆոտոսեսիաներից հետո սահմանն ու դրա խնդիրները տեւական ժամանակ մոռացության մատնած խորհրդարանական խմբակցությունների պատգամավորները նորից մտահոգություն եւ սրտացավություն են ցուցաբերում, բայց միայն այն բանից հետո, երբ պատգամավոր Նիկոլ Փաշինյանը որոշեց իր հեղինակած «Սահմանապահ գյուղերի մասին» օրենքը՝ սահմանամերձ բնակավայրերին սոցիալական արտոնություն եւ հատուկ կարգավիճակ տալու մասին, դնել շրջանառության մեջ: Գրում է «Հրապարակ»-ը:

Խորհրդարանի տեղական ինքնակառավարման հարցերի հանձնաժողովում նախօրեին ՀՀԿ ու ԲՀԿ պատգամավորների համատեղ ուժերով մերժվել է պատգամավորի նախաձեռնությունը՝ համարելով, որ այն թերի է եւ լրացումների կարիք ունի, իսկ իրենք ավելի լավ առաջարկներ ունեն: Մինչդեռ խորհրդարանական 6 խմբակցությունները դեռ օգոստոսին հայտարարեցին միասնական օրենսդրական նախաձեռնության մտադրության մասին, ոգեւորությունը հատկապես մեծ էր ոչ իշխանականների շրջանում, որոնք Հովիկ Աբրահամյանի հետ միեւնույն ուղղաթիռով սահմանային այցն ու անցկացրած գիշերվա մասին շահարկումները փորձում էին այդօրինակ նախագծով արդարացնել:

Անցել է ավելի քան մեկ ամիս, դեռ որեւէ նախաձեռնություն չկա, կա ընդամենը ինֆորմացիա, որ խորհրդարանի բոլոր խմբակցությունները առաջարկներն ուղարկել են կառավարություն, որտեղ պետք է քննարկեն եւ հավանություն տան:

Բայց, հավանաբար, այդ կուսակցություններն այնքան պարապ չեն, որպեսզի հետաքրքրվեն սույն նախագծով, քառյակ կոչվածը հանրահավաքի է պատրաստվում եւ մարզում մկանները, իսկ իշխանությունն էլ զբաղված է նոր Սահմանադրությունը «բրթելու» գործով: Ի՞նչն էր խանգարում նրանց ընդունել Նիկոլ Փաշինյանի նախաձեռնությունը, քննարկել ԱԺ հերթական քառօրյայի ընթացքում, հարկ եղած դեպքում լրացնել, փոխել: Տարածքային կառավարման հանձնաժողովի ԲՀԿ-ական նախագահ Ստեփան Մարգարյանը երեկ մեր հարցին պատասխանեց. «Եթե հնարավորություն լիներ այդ նախագծում փոփոխություններ անել, ես սիրով կընդունեի, ես գաղափարին կողմ եմ, բայց, որպես առանձին օրենք, այն կիսատ է, դրա համար եմ առաջարկել՝ եկեք հետաձգենք, ամեն ինչ անենք՝ նոր: Որովհետեւ եղածը շատ քիչ է, մայր օրենքում ընդունել ընդամենը երկու-երեք տող…»:
