Ինչպես արդեն տեղեկացրել էինք, քաղաքացիական հասարակության մի զանգված քաղաքական ուժերի հետ կոնսենսուսի է եկել իշխանությանը միասնական պահանջներ ներկայացնելու շուրջ: Լրագրողների հետ զրույցի ժամանակ, պատասխանելով այն հարցին, թե որքանով առաջարկը հաջողություն կունենա, Ժուռնալիստների «Ասպարեզ» ակումբի խորհրդի նախագահ Լեւոն Բարսեղյանն ասաց հետևյալը. «Ես տեղյակ եմ մի քանի կոնսենսուսներից, որոնցից մեկը կուսակցությունների կողմից նախաձեռնած առաջարկությունների փաթեթն է՝ հինգ առաջարկներով, սակայն կարող եմ ասել, որ 60-70 եւ ավելի ՀԿ-ներ, հունվարի 15-ից հետո անցկացնելով բազմաթիվ քննարկումներ, առաջ են քաշել մոտ 15 առաջարկ, որոնցից թողնվել է ընդամենը 3-ը: Այդ երեք կետերի մեջ մտնում է ցուցակների հրապարակումը, տեղամասերից տեսահսկողության հեռարձակումը, դրանց պահպանումը եւ դիտորդների ու լրագրողների իրավունքների ընդլայնումն ու պաշտպանությունը»:

Լ. Բարսեղյանը հավելեց, որ մասնակցել է նաեւ այլ քննարկումների, որտեղ ՀԿ-ներ եւ կուսակցություննների ներկայացուցիչներ են ներկա եղել: «Այստեղ եւս կան ցուցակների մաքրման գործընթացը՝ վրացական տարբերակով եւ այլն: Ընդհանուր առմամբ, բացի ՀՀԿ-ից եւ որոշ ՀՅԴ-ականներից, մնացածները կարծում են, որ ցուցակների հրապարակումը օրվա հրամայականն է եւ արդեն երկար ժամանակ է, որ դրա կարիքը կա: Որեւէ տարաձայնություն այդ երկու փաթեթ առաջարկների միջեւ չկա»,-ասաց նա:

Լ. Բարսեղյանը կարծում է, որ եթե իշխանությունն ընդունում է ցուցակների հրապարակումն ու տեղամասերի տեսահսկողությունը, ապա դիտորդների եւ ԶԼՄ-ների ներկայացուցիչների ծավալը շեշտակի սկսում է նվազել ընտրատեղամասերում, ՀԿ-ների ցանկությունը նվազում է գնալ ու ծանրաբեռնել այդ տեղամասերը: Ժուռնալիստների «Ասպարեզ» ակումբի խորհրդի նախագահը նաեւ կարծում է, որ Հայաստանում չկա ընտրական մեխանիզմ, այլ կա դրա իմիտացիա: «Կա´մ իշխանությունները պետք է ընդունեն, որ ՀՀ-ում չկա ընտրական մեխանիզմ, այլ կա դրա իմիտացիա, կա´մ էլ պետք է դրա բուժման մեխանիզմներն ասեն, որն այս նախագծում չկա, կա´մ պետք է ասեն` ամեն ինչ կարգին է: Ես կարծում եմ, եթե կա շանս քննարկելու բանավիճելու, ապա այդ շանսը պետք է օգտագործել»,- հավելեց նա:
