«Ժամանակ» թերթը գրում է. «Մարտի 24-ին ՀՀԿ գործկոմի նիստում կայացվել էին երեք որոշումներ, որոնցից Հայաստանի հասարակության ուշադրությանն առանձնապես արժանացավ մեկը՝ ՀՀԿ-ի քաղաքական կամ կուսակցական դպրոց բացելու որոշումը: Մինչդեռ, այսպես ասած՝ իշխող կուսակցությունը կայացրել էր մեկ այլ որոշում, որը առաջին հայացքից լինելով ոչ այնքան հնչեղ՝ այնուհանդերձ, պարունակում է բավականին նուրբ քաղաքական շերտեր:

ՀՀԿ-ն որոշել է ստեղծել արտաքին կապերի հանձնաժողով, որի առանցքային նպատակը, ըստ ՀՀԿ խոսնակի, «Եդինայա Ռոսիա» կուսակցության հետ հարաբերությունների խորացումն է:

Թվում է, թե գործ ունենք սովորական ներկուսակցական կամ միջկուսակցական գործակցության փորձի հետ, սակայն իրավիճակը ավելի ուշագրավ է: ՀՀԿ-ն Եվրոպայի Ժողովրդական կուսակցության անդամ է: Սերժ Սարգսյանը մի քանի օր առաջ մեկնել էր Բրյուսել՝ այս կուսակցության գագաթնաժողովին մասնակցելու համար: Եվ ահա, Սարգսյանի վերադարձից հետո ՀՀԿ-ն կայացնում է «Եդինայա Ռոսիայի» հետ հարաբերությունները խորացնելու կառույց ստեղծելու մասին որոշում:

Իհարկե, սա կոչվում է արտաքին կապերի հանձնաժողով, այսինքն՝ ոչ միայն «Եդինայա Ռոսիայի», այլեւ տարբեր այլ կուսակցությունների, սակայն հատկանշական է, որ ՀՀԿ խոսնակը որոշումից հետո խոսում է հենց «Եդինայա Ռոսիայի» հետ գործակցության առանցքայնության մասին:

Ինքնին հասկանալի է, որ ՀՀԿ-ն չէր կարող «Եդինայա Ռոսիային» անդամակցել ԵԺԿ-ի օրինակով. լիովին տարբեր ֆորմատներ են, տարբեր իրողություններ: Միաժամանակ, անհեթեթ կլիներ ստեղծել հատուկ «Եդինայա Ռոսիայի» հետ գործակցության հանձնաժողով, այսինքն՝ հանձնաժողովի անունը դնել հենց այդպես: Հետեւաբար մնում է ստեղծել արտաքին կապերի հանձնաժողով, որը, սակայն, իրականում լինելու է հենց «Եդինայա Ռոսիայի» հետ հարաբերությունների խորացման հանձնաժողով:

Մնում է հասկանալ, թե ինչն է դրա պատճառը՝ ընտրություններից առաջ ՀՀԿ-ն կարիք ունի Ռուսաստանին հավատարմության առավել ցցո՞ւն երդումների, որոնցից մեկն էլ այս հանձնաժողովն է, հատկապես այն ֆոնին, երբ Հայաստանի իշխանությունները ակնհայտորեն մնացել են արեւմտյան տնտեսական աջակցության հույսին, թե՞ Ռուսաստանը Հայաստան-Եվրամիություն հարաբերությունների մասով, այնուհանդերձ, կարիք է զգացել լրացուցիչ լծակներ ձեռք բերել Հայաստանի իշխանության գործողությունները վերահսկելու մասով, եւ ՀՀԿ-ի նոր հանձնաժողովը լինելու է այդ լծակներից մեկը:

Բոլոր դեպքերում ակնհայտ է, որ ԵԺԿ անդամ ՀՀԿ-ն ԵԺԿ-ի գագաթնաժողովից հետո կայացնում է մի որոշում, որն, ըստ էության, այլ բան չէ, քան յուրօրինակ «անդամակցում» «Եդինայա Ռոսիային»:
