Հայաստանի ԱԺ պատգամավորներ Հովհաննես Սահակյանը եւ Էդմոն Մարուքյանը նախորդ շաբաթվա ընթացքում շրջանառության մեջ են դրել «Զինապարտության մասին» ՀՀ օրենքում լրացում կատարելու մասին օրենքի նախագիծը, որով մասնավորապես առաջարկվում է պարտադիր զինվորական ծառայություն անցած, այնուհետեւ պահեստազորում ընդգրկված եւ հաշվառված, բարձրագույն կրթություն ունեցող անձանց պարտադիր զինվորական ծառայության ժամկետը համարել պետական կառավարման ոլորտի ստաժ:

Պատգամավոր Էդմոն Մարուքյանի գրասենյակից հայտնում են, թե այսպիսով, ՀՀ զինված ուժերում ծառայած ու ծառայությունը սահմանված կարգով ավարտած քաղաքացիները, ովքեր ծառայությունից առաջ կամ դրանից հետո ստացել են բարձրագույն կրթություն, կունենան 2 տարվա պետական կառավարման ոլորտի ստաժ, ինչը հնարավորություն է տալիս դասային աստիճանով ավելի բարձր պաշտոնի հավակնել (օրինակ, կրտսեր պաշտոնի (առաջին կարգի մասնագետ) հավակնելու համար հիմնականում անհրաժեշտ չէ ստաժ, անգամ հաճախ բարձրագույն կրթություն: Տվյալ պարագայում զորացրված քաղաքացին, ունենալով 2 տարվա պետական կառավարման ոլորտի ստաժ եւ բարձրագույն կրթություն, կարող է հավակնել առաջատար պաշտոնների, ինչը բնականաբար անդրադառնում է նաեւ աշխատավարձի վրա):

Միաժամանակ առաջարկվել է հետադարձ ուժ տալ օրենքին, ինչը նշանակում է, որ տվյալ դրույթը տարածվելու է ոչ միայն դրա ընդունումից հետո, այլ նաեւ ընդունումից առաջ զինված ուժերում ծառայած ու վերոնշյալ չափանիշները բավարարող անձանց վրա:
