Պետական մարմինների տեղեկատվության ազատության պատասխանատուները մասնակցել են վերապատրաստման դասընթացի

ՀՀ արդարադատության նախարարությունը ԵԱՀԿ երևանյան գրասենյակի հետ համատեղ ապրիլի 5-6-ը պետական մարմինների տեղեկատվության ազատության պատասխանատուների համար կազմակերպել էր  «Տեղեկատվության ազատությունը որպես պետական մարմինների թափանցիկությունը և պետական ծառայողների բարեվարքությունը խթանելու գործիք» խորագրով վերապատրաստման դասընթաց: Դասընթացի շրջանակներում ողջույնի խոսքով են հանդես եկել ՀՀ արդարադատության նախարարի տեղակալ Սուրեն Քրմոյանը և ԵԱՀԿ երևանյան գրասենյակի ժողովրդավարացման բաժնի ղեկավար Դեյվիդ Գուլլետտը:

ՀՀ արդարադատության նախարարության տեղեկատվության և հասարակայնության հետ կապերի վարչության հաղորդագրությունում նշված է. «Նախարարի տեղակալն անդրադարձել է տեղեկատվության ազատության սկզբունքին՝ ընդգծելով դրա կարևորությունը պետական կառավարման ու տեղական ինքնակառավարման մարմինների թափանցիկության, հաշվետվողականության, ինչպես նաև՝ մասնակցային ու արդյունավետ կառավարման խթանման գործում: Ըստ նրա՝  այս միջոցառումը նախատեսված է Կոռուպցիայի դեմ պայքարի ռազմավարությամբ, որի նպատակն է տեղեկատվության մատչելիության միջոցով նվազեցնել պետական ու տեղական ինքնակառավարման ոլորտներում կոռուպցիոն ռիսկերը: Մասնավորապես, քաղաքացիները, ստանալով անհրաժեշտ ու բավարար տեղեկատվություն, դառնում են վերահսկող օղակ՝ ներգրավվելով հանրային կառավարման գործընթացին: Սուրեն Քրմոյանի խոսքով՝ Արդարադատության նախարարությունը մեծապես կարևորում է բաց, թափանցիկ կառավարումը, այդ իսկ պատճառով էլ մշակվում են տարբեր գործիքներ, որպեսզի տեղեկատվության ազատության ինստիտուտն էլ ավելի կայանա:  Ըստ նրա՝&n bsp; այս նկատառումներից ելնելով՝ մշակվում է նոր օրենսդրություն, որի նպատակն է՝ բարձրացնել տեղեկատվության հասանելիությունը հանրության շրջանում:

Դեյվիդ Գուլետտը տեղեկատվության ազատությունը համարել է հմուտ ու թափանցիկ կառավարման կարևորագույն գործիք: Ըստ նրա՝ այն նպաստում է  լրագրողների համար պետական մարմինների աշխատանքի հասանելիության ընդլայնմանը: ԵԱՀԿ ներկայացուցիչը շնորհակալություն է հայտնել ՀՀ կառավարությանը, մասնավորապես՝ Արդարադատության նախարարությանը, այս ուղղությամբ ներդրած ջանքերի և սերտ համագործակցության համար՝ վստահեցնելով, որ ԵԱՀԿ-ն կշարունակի աջակցել ՀՀ-ին կարգավորիչ բարեփոխման և օրենսդրության բարելավման ոլորտներում:

Այնուհետև, մասնակիցները քննարկել են տեղեկատվության ազատության իրավական հենքը, տեղեկատվության տրամադրման օբյեկտներն ու սուբյեկտները, այն ստանալու, տրամադրելու եղանակները, մերժման հիմքերը, ինչպես նաև՝ կոռուպցիոն ռիսկերի նվազեցման գործում տեղեկատվության ազատության դերակատարությանն առնչվող խնդիրներ:

Դասընթացի շրջանակներում քննարկվել են նաև տեղեկատվության ազատության ոլորտի նոր ենթաօրենսդրական ակտի դրույթները, համաձայն որոնց՝ ոլորտում կարգավորվել են տեղեկատվության ազատության պատասխանատուների աշխատանքը, էլեկտրոնային տարբերակով հարցում ներկայացնելու, հարցումների վիճակագրությունը վարելու ընթացակարգերը, լուծվել են տեղեկություն ստանալու մատչելիության և դրա համար վճարների հետ կապված խնդիրրը, սահմանվել է հստակ պահանջ տեղեկատվության ստանալու հարցմանը տրվող պատասխանի բովանդակության ամբողջականության վերաբերյալ և այլն»:
