ԵԱՏՀ-ն ներմուծման մաքսատուրքերից ազատել է Իրան-Հայաստան Էլեկտրահաղորդման գծի շինարարական ապրանքները

Տեսախորհրդաժողովի ձեւաչափով Մոսկվայում կայացել Է Եվրասիական տնտեսական հանձնաժողովի հերթական նիստը, որի ընթացքում քննարկվել են ինտեգրացման եւ մակրոտնտեսության, առեւտրի, մաքսային համագործակցության, տնտեսության եւ ֆինանսական քաղաքականության ոլորտի մի շարք հարցեր:

Ինչպես տեղեկացնում է ԵԱՏՀ-ի մամուլի տեղեկագիրը, միջոցառմանը մասնակցել են ԵԱՏՀ-ի խորհրդի անդամները, այդ թվում՝ Հայաստանի միջազգային տնտեսական ինտեգրացման եւ բարեփոխումների նախարար Վաչե Գաբրիելյանը, ՌԴ կառավարության առաջին փոխնախագահ Իգոր Շուվալովը, Բելառուսի առաջին փոխվարչապետ Վասիլի Մատյուշեւսկին, Ղազախստանի առաջին փոխվարչապետ Բակիտժան Սագինտաեւը, Ղրղզստանի փոխվարչապետ Օլեգ Պանկրատովը, ինչպես նաեւ ԵԱՏՀ-ի կոլեգիայի նախագահ Տիգրան Սարգսյանը եւ ԵԱՏՀ-ի կոլեգիայի անդամները (նախարարները):

Մասնավորապես, ԵԱՏՀ-ի խորհուրդը հավանություն Է տվել «2014 թվականի մայիսի 29-ի Եվրասիական տնտեսական միության մասին պայմանագրին եւ բելառուսական նախագահության գերակայությունների իրագործման գծով Եվրասիական տնտեսական հանձնաժողովի գործողությունների պլանին համապատասխան, ակտերի եւ միջազգային պայմանագրերի մշակման աշխատանքային պլանի կատարման ընթացքի մասին» Եվրասիական միջկառավարական խորհրդի կարգադրության նախագծին: Այդ փաստաթղթերը ներկայացվելու են Եվրասիական միջկառավարական խորհրդի քննարկմանը:

Բացի այդ, ԵԱՏՀ-ի խորհրդի անդամները որոշում են ընդունել  Իրան-Հայաստան երրորդ Էլեկտրահաղորդման գծի շինարարության համար Հայաստանի Հանրապետություն ներկրվող սարքավորումներն ու համալրող մասերը ներմուծման մաքսատուրքերից ազատելու մասին: «Այս միջոցը նպատակամղված Է Իրան-Հայաստան երրորդ Էլեկտրահաղորդման գծի շինարարության գծով Հայաստանի միջազգային պարտավորությունների կատարման ապահովմանը,-պարզաբանել Է ԵԱՏՀ-ի առեւտրի նախարար Վերոնիկա Նիկիշինան:

-Ապրանքների ցանկում ներառվել են տարատեսակ համալրող մասեր եւ սարքավորումներ, որոնք անհրա ժեշտ են Էլեկտրահաղորդման գծի շինարարության եւ աշխատանքի համար, ներառյալ մետաղական կոնստրուկցիաներ, մետաղաճոպաններ, կառաններ, Էլեկտրաքուղեր, Էլեկտրական սարքավորումներ կոմուտացիայի կամ Էլեկտրական շղթաների պաշտպանության համար, Էլեկտրական տրանսֆորմատորներ եւ այլն: Տարիֆային արտոնություններ ստանալու համար ներմուծողը պետք Է ՀՀ մաքսային մարմիններին ներկայացնի ներկրվող ապրանքների նպատակադրման հաստատումը»:

Տնտեսության եւ ֆինանսական քաղաքականության ոլորտում քննարկվել Է ԵԱՏՄ-ի երկրներում ապրանքանիշի նկատմամբ բացառիկ իրավունքի սպառման սկզբունքի հետագա կիրառման հարցը:

ԵԱՏՀ-ն առաջարկում Է քննարկել իրավունքի սպառման տարբերակված սկզբունքի սահմանման հնարավորությունը, որը նախատեսում Է սպառման իրավունքի տարածաշրջանային սկզբունքի պահպանումը, որն ամրագրված Է Միության մասին պայմանագրում, ժամանակավոր կամ մշտական հիման վրա ապրանքների առանձին տեսակների նկատմամբ բացառությունների սահմանման հնարավորությամբ: Դա նշանակում Է, որ կարող Է սահմանվել մի շարք ապրանքների «զուգահեռ» ներմուծում:
