«Ռուսական «Իզվեստիա» պարբերականը հրապարակել է տեղեկություններ ԼՂ հակամարտության կարգավորման մասով Ռուսաստանի ունեցած մտադրությունների և ավելին՝ ծրագրերի մասին։ Ըստ թերթի՝ ՌԴ նախագահ Պուտինն առաջիկայում անձամբ կզբաղվի հակամարտության կարգավորման գործընթացով և կփորձի կողմերին բերել հետևյալին՝ հայկական կողմը տարածքներ կվերադարձնի Ադրբեջանին, Ադրբեջանը դրա դիմաց համաձայնություն կտա ԼՂ կարգավիճակին և խաղաղապահ ուժերի տեղակայմանը։

Ըստ էության, ռուսական այս ծրագիրը նոր չէ։ Նախորդ տարի աշնանն այս մասին գրում էր մեկ այլ ռուսական թերթ՝ «Կոմերսանտը»։ Նախորդ տարի այդ ժամանակահատվածում էլ ՌԴ-ն բավական ակտիվ էր ՀՀ-ի ու Ադրբեջանի միջև, սեպտեմբերի 1-ին Լավրովը այցելել էր Ադրբեջան, հետո հաջորդել էր Բաքու ռազմական սադրանքների ակտիվ շրջան, հրետակոծվել էին ՀՀ Տավուշի սահմանի անմիջական շփման գոտուց հեռու բնակավայրերը, անգամ Նոյեմբերյան քաղաքը, եղել էր նույնիսկ քաղաքացիական զոհ։ Հետո Լավրովը եկավ ՀՀ, ադրբեջանական կողմը սկսեց հայտարարել, որ Մոսկվան առաջարկներ ունի։ Հայկական կողմը հերքում էր, իսկ Մոսկվան՝ լռում։ Մինչև տեղի ունեցավ Սիրիայի սահմանին ռուս-թուրքական միջադեպը, և այն լուրջ ճգնաժամ առաջացրեց թե՛ ռուս–թուրքական հարաբերությունում և թե՛ ռուս֊ադրբեջանական, քանի որ Բաքուն չէր կողմնորոշվում, թե ում կողմը պետք է կանգնել։

Այսօր ահա պատմությունը կարծես թե կրկնվում է քառօրյա պատերազմից հետո, կրկին Լավրովը Բաքու և Երևան վոյաժի մեջ է, կրկին ռուսական մամուլը առաջ է բերել ռուսական պլանը, և կրկին այդ կապակցությամբ դեռևս չկան պաշտոնական մեկնաբանություններ։ Միայն թե այս անգամ առկա է մի նրբություն։ Եթե նախորդ տարի աշնանը ռուսական ակտիվ ջանքը կոտրվեց ռուս-թուրքական լարումով, օդանավային միջադեպով, ապա այսօր արդեն ռուսական նոր ջանքը տեղի է ունենում արդեն իսկ այդ իրողության պայմաններում, ինչը հիմք է տալիս եզրակացնելու, որ նոր փորձը Մոսկվան, ըստ էության, առնվազն փորձած կլինի ադապտացնելնոր իրավիճակին։ Միաժամանակ ակնհայտ է, որ Բաքվի համար որոշակիորեն նվազել է Ռուսաստան, թե Թուրքիա դիլեման, և այս առումով կարծես թե գտնվել է միջանկյալ ինչ-որ իրավիճակ։ Եվ սա, իհարկե, առաջացնում  է մտահոգություններ այն կապակցությամբ, թե այս անգամ ինչը կտապալի ռուսական ակտիվ ջանքը և ռուսական պլանի իրագործումը։

Թե ով կտապալի՝ կարող ենք ենթադրել, գուշակել, կանխատեսել, սակայն մի բան հստակ է, թե ով է պարտավոր տապալել այդ պլանը։ Դա պարտավոր են անել Հայաստանն ու Լեռնային Ղարաբաղը, մարդիկ, ովքեր ունեն այդ երկու հայկական պետականությունների հանդեպ անվտանգության և տարածքային ամբողջականության երաշխավորի պարտավորություններ։ Դրանք ՀՀ և ԼՂ իշխանություններն են, որոնք պարտավոր են տապալել այն պլանը, որը ներկայացվում է, փաստորեն, վերջին մի քանի ամիսների ընթացքում արդեն երկրորդ անգամ։
Միևնույն ժամանակ իշխանություններից այդ պարտավորությունների կատարումը պարտավոր են պահանջել մարդիկ, ովքեր պատասխանատվություն ունեն ՀՀ-ի և ԼՂ-ի անվտանգության և կայուն զարգացման հանդեպ, ովքեր չունեն դրա վերաբերյալ իրավական պարտավորություն, սակայն ունեն քաղաքական և քաղաքացիական պատասխանատվության համարձակություն։ Դրանք առաջին հերթին ՀՀ քաղաքական ուժերն են, որոնք, սակայն, այս հարցում առայժմ լուռ են»,–գրում է թերթը։
