Մենք միշտ ասում , խորհուրդ ենք տալիս , որ ժողովուրդը խուճապ չտարածի, բայց էտ խուճապի հիմքը դնում են պետական կառույցները: Հայաստանը փոքր երկրիա, բոլորը բոլորին բարեկամ են , այսինքն եթե դեպքա պատահում երկում պետքա կարճ ժամանակում , ինչ որ պաշտոնյա մի կոնկրոտ բան ասի , թեկուզ մարդկանց հանգստացնելու համար: Անցնում է մի քանի ժամ ոչ ոք բառ չի խոսում ու մեղադրում են ժողովրդին խուճապ տարածելու մեջ: Եթե մի քանի ժամ անց պետական կառույցներից ձայն չկա, ապա ժողովուրդը ստիպված սկսում է, սեփական պատկերացումների հիման վրա սցենար կազմել , ճիշտ թե սխալ դա իր խնդիրը չէ, քանի որ այդ գործի մասնագետ չէ, բայց, որպես մարդ, անհանգստանում է :

Այս ամենի միակ լուծումը, ուղղակի մի պաշտոնյաի հայտարարություն տարածելն է , որը մեր երկրում տևում է մի քանի ժամ , անգամ օրեր : Երկու - երեք ժամ հետո հայտարարում են , որ դեղին Բոգդան է պայթել...: Դա պետք հայտարարել մի քանի րոպե հետո, նախնական բացառել ակնհայտ փաստերը: Օրինակ՝ անզեն աչքով ներկաների համար պարզ էր , որ ավտոբուսը գազից չի պայթել, կամ ինչ որ խնդրի հետևանքով չի պայթել , քանի որ ոչ քազից / առավել ևս որ գազով չի աշխատել / ոչ այլ տեխնիկական պայթյունի հետևանքով մեքենան այդպես չի պայթում:

Գոնե այդ մինիմալ ինֆորմացիան պետք է տալ , որպեսզի ժողովրդի՝ հեռուն գնացող մտքերի դեմը առնել , ու չմեղադրել մարդկանց խուճապ տարածելու մեջ: Պետք չի հենց ոստիկանապետի կամ քաղաքապետի հայտարարություն, հաստատ բոլորն էլ մի քանի տեղակալ ու մամուլի հետ աշխատող աշխատակիցներ ունեն , նրանց միջոցով կարելի էր մի բան տարածել:
Ու խոսքը մենակ այս դեպքի մասին չի , քաղաքում կատարվող ցանկացած դեպք , գոնե մինիմալ ճշգրտությամբ պետք է հասցնել ժողովրդին , որպեսզի խոսափվի խուճապ կոչվածից:
