Արցախի Հանրապետության մարդու իրավունքների պաշտպան  Ռուբեն Մելիքյանը «Ֆեյսբուք»-ի իր էջում հրապարակել է հայտարարություն, որով դատապարտում է Բաքբի օդանավակայանում հայկական ազգանանուվ 8-ամյա երեխային անազատության մեջ պահելը։ 

Հայտարարության մեջ նշված է. «2016թ. մայիսի 30-ին ԶԼՄ-ներում եղան մի շարք հրապարակումներ Ռուսաստանի Դաշնության քաղաքացի 8-ամյա Լուկա Վարդանյանին 10 ժամով անազատության մեջ պահելու մասին: Նա ժամանել էր Բաքվի օդանավակայան իր մոր՝ Քրիստինա Կոնստանտինովայի և նրա ամուսնու հետ, որոնք նույնպես Ռուսաստանի Դաշնության քաղաքացիներ են (տես http://regnum.ru/news/2138706.html): Երեխայի անազատության մեջ պահելու միակ պատճառը նրա հայկական ազգանունն էր, որի պատճառով Ադրբեջանի իշխանությունները նրան «կասկածում էին» հայ լինելու մեջ: 

Այս անընդունելի միջադեպը Ադրբեջանում պետականորեն իրականացվող հայատյացության (արմենոֆոբիայի) դրսևորում է: Այդ քաղաքականությունը մանրամասն նկարագրված է 2016թ ապրիլի 21-ին Արցախի օմբուդսմանի հրապարակած միջանկյալ հանրային զեկույցում:

Կոչ եմ անում մարդու իրավունքների միջազգային կազմակերպություններին, հատկապես` երեխաների իրավունքների պաշտպանությամբ զբաղվող կազմակերպություններին այս միջադեպին և ընդհանրապես հայատյացության քաղաքականությանը տալ համարժեք գնահատական: Այս քաղաքականությունը 2016թ. ապրիլի սկզբին Ադրբեջանի Զինված ուժերի կողմից Արցախի Հանրապետության նկատմամբ իրականացված սարսափելի վայրագությունների անմիջական պատճառն է:

Միջազգային հանրության կողմից այս միջադեպի պատշաճ դատապարտումը կարող է կանխել հայերի նկատմամբ ատելության քարոզի տարածումը և բռնության հրահրումը, իսկ դրա արդյունքում` մարդու իրավունքների կոպիտ խախտումները տարածաշրջանում»:
