Հայաստանում քաղաքացիական ծառայության համակարգն ացնել է ստեղծման, ներդրման ու կայացման փուլերը և թևակոխել զարգացման փուլ:

«2016-ի ընթացքում կունենանք քաղաքացիականծառայության մասին նոր օրենք: Այն նախատեսում էհամալրման նոր մոդելների ամրագրում, որպեսզիհամալրում կատարվի արժանիքների հիման վրա»,-«Արմենպրես»-ի փոխանցմամբ՝ ասել է ՀՀքաղաքացիական ծառայության խորհրդի նախագահ Մանվել Բադալյանը: Հրավիրված ասուլիսում նա նշեց, որ կարևոր տեղ է տրվելու աշխատանքի կատարողականի գնահատմանը, որը կփոխարինի ատեստավորումը. 3 տարին մեկ  ատեստավորում անցնելու փոխարեն քաղծառայողի աշխատանքը գնահատվելու է ամեն օր: Բադալյանի խոսքով՝ մինչ այժմ պաշտոնները դասակարգվում էին ըստ բարձրագույն, գլխավոր, առաջատար և կրտսերս խմբերի, իսկ այսուհետև պետք է տարբերակել նաև ըստ վարչական և մասնագիտական բնույթի:

Անցած տարվա վերջին կառավարության հավանությանն արժանացավ քաղաքացիական ծառայության զարգացման ռազմավարությունը՝ միջոցառումների ծրագրով հանդերձ:  «Մենք ձեռնամուխ ենք եղել համակարգի բարեփոխման աշխատանքներ իրականացնել, որ ենթադրում են համապատասխանեցում եվրոպական չափանիշներին»,- ընդգծեց Բադալյանը՝ հավելելով, որ այդ գործում համապատասխան ծրագրերի ու կառույցների միջոցով աջակցում է նաև ԵՄ-ն:

Անդրադառնալով քաղծառայողների կրճատումների մասին ՀՀ վարչապետի վերջերս արած հայատրարությանը՝ քաղաքացիական ծառայության խորհրդի նախագահը նշեց, որ, իհարկե, ցանկալի է՝ կրճատվողները չլինեն արդյունավետ աշխատողներից: «Պետական կառավարման համակարգում իսկապես օպտիմալացման տեղ կա, և դա կբերի աշխատանքի արդյունավետության բարձրացման: Պետական ծառայության համակարգում չպետք է լինի թերծանրաբեռնվածություն»,- հավելեց  Բադալյանը:

2015 թ. ընթացքում կազմակերպվել է 908 թափուր աշխատատեղի մրցույթ, որոնցից 15.7%-ը հաղթողներ չի ունեցել, 15% տոկոսն էլ ընդհանրապես տեղի չի ունեցել: Այդ առումով՝ նա ընդգծեց, որ շատ հաճախ մարդիկ չեն ունեցել բավականաչափ գիտելիք: Քաղծառայողների աշխատատեղերի թիվը հասնում է 70 000-ի, որից 10%-ը թափուր է: Եթե լինի քաղծառայողների աշխատատեղերի օպտիմալացում, այդ թափուր պաշտոնները ևս պետք է գնահատվեն:
