«Գերմանիայի խորհրդարանը ընդունեց Հայոց ցեղասպանության մասին բանաձևը։ Հայոց ցեղասպանության հարցը, այսպիսով, հայտնվել է այդ գործընթացում, որը բոլորովին նոր չէ և ընթանում է արդեն առնվազն երկու-երեք տարի։ Այսինքն՝ հայկական խնդիրը, ինչպես միշտ, գործիք է ավելի լայնաֆորմատ հարաբերություններում։ Դա նաև բնական է, օրինաչափ։ Խնդիրը տվյալ պարագայում այն է, թե բացի համաշխարհային ուժային կենտրոններից, այդ գործիքն արդյո՞ք կարողանում է ի նպաստ իր շահի ու անվտանգության կիրառել նաև Հայաստանը:
Կամ՝ Հայաստանը կարողանո՞ւմ է արդյոք այն դեպքերում, երբ ուժային կենտրոններն են կիրառում այդ գործիքը, անդրադառնում դրան, օգտվել այդ հանգամանքից և ինքն էլ իր շահն առաջ մղել այդպիսի իրավիճակներում։ Այս հարցադրումը առկա է մշտապես, Երբ աշխարհի որևէ ազդեցիկ պետության խորհրդարանում հայտնվում է հայկական բանաձև, անկախ նրանից՝ ընդունվո՞ւմ է, թե՞ ոչ։

Տվյալպարագայում Գերմանիան կատարեց, ըստ էության, լիարժեք քայլ, բանաձևն ընդունված է՝ չնայած թուրքական սպառնանքներին։ Սակայն այս պարագայում առավել ևս հարց է առաջանում, թե ինչ է սա նշանակում Հայաստանի համար՝ բարոյահոգեբանական կոնտեքստից բացի։ Սա ենթադրո՞ւմ է Հայաստանի համար քաղաքական նշանակալի նոր զարգացումներ, քաղաքական արդյունք, թե՞ մենք դիտորդի կամ երկրպագուի կարգավիճակում ենք ընդհանրապես։ Եվ այս համատեքստում, իհարկե, առաջիկայի համար շատ կարևոր է դառնում հարցը, թե ինչ ազդեցություն է ունենալու Գերմանիայի խորհրդարանի որոշումը հունիսի 7-ին Ադրբեջանի նախագահի՝ Գերմանիա– սպասվելիք այցի և Գերմանիայի կանցլեր Անգելա Մերկելի հետ հանդիպման վրա։

Եվ այս կոնտեքստում, իհարկե, Հայաստանի տեսանկյունից հետաքրքրական է, թե արդյո՞ք Բեռլրնը կփորձի Ադրբեջանի միջոցով ինչ-որ կերպ սիրաշահել կամ «փոխհատուցել» Անկարային։ Ակնհայտ է, որ տեղի է ունեցել բավական բարդ ու բազմաշերտ միջազգային խաղի մի դրվագ, որտեղ ՀՀ շահերը անկասկած շոշափվում են և պարունակում թե ռիսկեր, թե հնարավորություններ։ Ամբողջ խնդիրն այն է, թե Երևանն ինքը որքանով է պատրաստ որպես սուբյեկտ օգտվել վիճակից՝ չսպասելով լոկ «մանանայի» կամ չլինելով ընդամենը հնարավոր ռիսկերին արձագանքողի դերում»,–գրում է թերթը։
